Dear Mr. Miller:
Masonry Wall Design IE Bulletin 80-11 The Omaha Public Power District received your letter dated September 24, 1984 (Reference 1) which included the Safety Evaluation Report (SER) for activities associated with IE Bulletin 80-11 for Fort Calhoun Station.
I1 the cover letter to the SER it was stated that the Commission concurred with the District's schedule for completing the remaining modifications relating to IE Bulletin 80-11 by the end of the calendar year, 1984. This schedule was pro-vided in a telephone conversation prior to issuance of the SER and was based on preliminary design information. Detailed design work commenced for the walls requiring modification. Although the original static analysis of the masonry block walls conducted in accordance with the Uniform Building Code indicated that the walls were adequate, subsequent dynamic analysis indicated some structural modifications were required. This became an extremely difficult task requiring detailed field measurements. These problems resulted in submittal of the final design packages to the plant staff in early November, 1934.
The Plant Review Committee (PRC) approved the final design package in mid-November, 1984 but stipulated that any modifications in the Control Room or Computer Room be done during a refueling outage or a maintenance outage of sufficient duration to avoid noise, vibrations and distractions to the operators. At that time the District believed it could still meet the schedule for completing wall modifica-tions by the end of 1984 with the exception of the Control Room and Computer Room.
Subsequent to PRC approval of the final design package, the District experienced a delay in acquiring parts. While awaiting the parts, the contractor work group originally assigned to the task was re-assigned to another work location.

LIC-85-001 Page 2 Early in December, 1984, conversations were held with Fort Calhoun's Project Manager (Mr. E. G. Tourigny) informing him that there were potential problems with meeting the end of 1984 schedule. At that time it was stated that the specific details were were not known but that additional investigation would be conducted and Mr. Tourigny would be notified of the details.
Mr. Tourigny was subsequently notified on December 21, 1984 of the details of the delays and the District's new schedule for completing the wall modification relating to IE Bulletin 80-11.
Accordingly, the District expects to begin work on the wall modifications associated with IE Bulletin 80-11, excluding the Control Room and Computer Room in January, 1985 and will continue until completion. Work on the Control Room and Computer Rocm walls
'will be done during the next outage of sufficient duration, but no later than the next regularly scheduled refueling outage.
