Dear Mr. Kannerer:
I have recently been contacted by a constituent, Mr. Frederick J. Walker, regarding a New Jersey Board of Public Utilities special proceeding for the GPU, Inc. Oyster Creek nuclear plant. Mr. Walker raises a question with regard to the question of how much responsibility rate payers should assume for cost overruns by CPU during plant modifications at Oyster Creek.
Specifically, Mr. Walker asks, "Is it true that a large part of the 10-month time and $80 million cost overrun by CPU nuclear at the Oyster Creek plant modifications is attributable to new NRC regulations or requirements (those established in 1982 or later)?".
Your assistance in addressing this concern would be appreciated.
