Dear Senator Specter:

A member of the Nuclear Regulatory Commission, Commissioner Asselstine, has proposed that tube failure at Three Mile Island Unit One be investi-gated. However, we are uncertain as to whether the other NRC Commissioners will agree to investigating this matter.

We strongly urge that you request the NRC Commissioners investigate the causes and consequences of tube failure at Three Mile Island Unit One.

A partial list of questions concerning the failure that we urge you obtain answers to include:

a.

What mechanism caused tube failure?

b.

Is tube strength ~ sufficient for reactor operation?

c.

Will tube failure become a reoccurring proble,m?

d.

Is safety compromised by tube failure?

We are urging that you request an investigation into tube failure and especially consider the safety consequences of tube failure.

TMI-1 STEAM GENERATOR TUBE DEFECTS The Weekly Infomation Report dated November 29, 1984 (SECY 84-451)

contains a summary of the then available information regarding TMI-I steam

. generator tube defects.

The summary indicates that most of the new defects were in the tube free span near the top of the tubes around the periphery of the tube handle.

I would appreciate responses to the following.

1.

To what extent has this type of defect (in terms of location, nature, and apparent speed of the deterioration) been foun through steam generators of B&W designed plants?

t 2.

Has staff confidently ruled out the possibility of the prior sulfur contamination of the TMI-I reactor coolant system as,a cause of the l, e defects?

If not, what is t:ie staff plan a'nd schedule for resolving this?

If staff has ruled out sulfur as a cause of the defects, what is the basis?

Why were these defects not found in earlier eddy current tests of the tubes?
