DOCKET NOS. 50 445 AND 50 446 TRANSMITTAL OF CPSES EMERGENCY PLAN. REVISION 24 Gentlemen:
In accordance with 10CFR50.54(q) TU Electric herewith submits Revision 24 of the CPSES Emergency Plan (EP). The changes cc,mprising Revision 24 were evaluated and determined to not decrease the effectiveness of the existing plan. The changes were made effective at CPSES on April 19, 1996.
Changes are indicated by a Revision 24 change bar. A detailed description, provided in the Attachment, discusses individual changes indicated by the change bar.
The following is a general summary of the changes included in this revision to the CPSES Emergency Plan:
1.
Revise the plan to update the description of the federal telephone communications link between CPSES and the NRC (describe the Federal Telephone System (FTS)) and delete Bethesda, Maryland as the specified location of the NRC Operations Center.
2.
Revise the plan (Section 5) to update / change the description of the methods used to provide public education, distribute information to the public and coordinate / conduct news media / rumor control activities.
3.
Revise the plan to delete reference to a statement that accountability may be performed "by identifying vacant positions in the badge storage racks".
4.
Revise the plan to delete an unnecessary and redundant section (Section 1.2.5.5 " Emergency Response and Rescue Personnel") and update plant or emergency organization position titles.

Revision The subject badge racks were removed from the PAP and AAP as part of the implementation of the biometrics hand readers in association with the NRC approved exemption to 10CFR73.55(d)(5) which allowed individuals to take personal ID badges offsite. Initial Protected Area accountability will now only be performed using the Security Access Computer System. The Security Access Computer System is highly reliable due to its redundant systems composed of computers, UPS, batteries and avaiability to be supplied by the emergency Diesel Generators.
