Oyster Creek Nuclear Generating Station Docket No. 50-219 Response to Generic Letter 84-24 In accordance with your letter of December 27, 1984, GPUN has in place and is implementing an Environmental Qualification Program which to our knowledge satisfies the requirements of 10CFR50.49. In a recent submittal dated February 22, 1985, GPUN provided qualification status for each of the components on Oyster Creek Environmental Qualification Equipment Master List (EQEML) and Justifications for Continued Operation for those components requiring further qualification efforts. The February 22, 1985 letter also requested schedular extensions for certain pieces of equipment. The EQEML identifies components which are needed in order to provide a qualified path to safe shutdown as well as equipment required to be qualified for post accident monitoring (RG 1.97) and other plant specific requirements.

Further, GPUN has reviewed the I&E Bulletins and Notices listed in your letter of December 27, 1984. Sunnary information on relevance is provided in ATTACHMENT 1. Additional infonnation concerning the relevant Bulletin / Notices is contained in the respective EQ file.

Notice #1 - Limitorque valve operators. This notice deals with problems encountered by Westinghouse during qualification testing of Limitorque valve operators t'o Westinghouse's specified test parameters. Refer to the remarks on IE Notice 83-72 below for the Limitorque valve operators at Oyster Creek. Notice #10 - identifies Viton elastomer ses) failures in ASCO NP-1 solenoid valves which prevent them from changing positions following a radiation exposure in excess of 20 megarads. Oyster Creek uses 2 ASCO solenoid valves with Viton elastomer seals which will be exposed to more than 20 megarads. However, their

Sub-notice #11 - refers to two other IE Notices, i.e., 82-03 and 82-11. IE Notice 82-03 deals with qualification testing and cleanliness of terminal blocks. Qualification testing of terminal blocks is addresse'd below in the response to IE Notice 84-47. The Oyst.er Creek surveillance and maintenance program addresses cleanliness of terminal blocks.

83-45 Environmental Qualification Yes Reference JCO-00-85-24 and 43.

Test Of CE Company "CR-2940" Position Selector Control Switch 83-72 Environmental Qualification Yes The IE Notice provides several EQ Sub-Testing' Experience notices related to different types of equipment. Only the following sub-notices apply to Oyster Creek.

  1. 1 Anaconda flexible conduit - This notice identifies melting of the conduit during high temperature LOCA testing. Qualified cables preclude the need to qualify the flexible conduit. The Rockbestos cable requalification test program will reinforce the qualification status of their cables which will also preclude the need to qualify the flexible conduit. Reference JCO-0C-85-20. For Endevco cable reference JCO-0C-85-16.

IN-83-40 does not apply to Oyster Creek electrical equipment qualification. See above for the response to IN-83-45.

  1. 19 ITE Gould circuit breaker - the EQ documentation package is currently under preparation'and will address this sub-notice therein. A type of circuit breaker identified in the notice is used at Oyster Creek.

  1. 21 Barksdale pressure switches, models B2T and D2H. Oyster Creek utilizes a qualified model B2T.
  1. 22 Static-0-Ring pressure switches, models 5N and 12N. Oyster Creek uses SOR model 12N. Reference JC0-0C-85-5.
  1. 24 Limitorque valve operators.

Various concerns identified in the sub-notice have been evaluated and resolved. Further evaluation is currently in progress for applicability to Oyster Creek.
