Dear Mr. Keppler:

This letter serves as an interim report pursuant to 10CFR50.55(e) on potential deficiencies associated with Ruskin supplied fire damper closure under normal duct pressure. Mr. J. McCort.ick-Barger of your office van first notified on January 29, 1985, by Mr. R. G. Solt of The Cleveland Electric Illuminating Company (CEI) that this problem is being evaluated per our Deviation Analysis Report 221.

This report contains a description of the potential deficiency, actions planned to complete our evaluation, and the planned date for our next report.

Description of Deficiency In mid-January 1985, CEI was advised by its contractor, Robert Irsay Co., of a 10CFR21 report filed by their supplier Ruskin Manufacturing Co. concerning possible closure problems of some fire dampers supplied for use at Perry Nuclear Power Plant (PNPP). The 10CFR21 report states that the dampers may not close under normal air flow.

Of the dampers identified by Ruskin Mar.ufacturing Co. as being potentially defective, Model Number IBD-23 was supplied to PNPP.

Mr. J mes G. Ksppis- Fabru ry 27, 1985 Completion of Evaluation To date, Ruskin has supplied generic test data reports. By mid-April, Engineering will have completed their review of these reports to evaluate applicability to our dampers, we will have received Ruskin's recommendation for damper modifications, and Nonconformance Reports TAS-102 and TAS-106 (Unit 1/

Common and Unit 2 respectively) will be dispositioned to incorporate all required modifications' to ensure acceptable damper performance. Our next report to you on this subject will be issued April 30, 1985.
