RE: RE: Former Seth Thomas Clock Factory - COVID-19 Impacts Date: Tuesday, April 14, 2020 3:50:00 PM Mr. Ponte-I want to thank you for your timely response to my email, dated March 24, 2020, regarding impacts to your ability to maintain controls in light of the current spread of CoViD-19. I recognize this is a trying time and placing great stress on you and your efforts to clean up your site and I want to thank you for bringing your concerns to NRCs attention.

In light of the added strain from CoViD-19, I recognize that a response to NRCs request for additional information regarding the Seth Thomas cleanup plan, dated January 29, 2020, (ADAMS Accession No. ML20030A128) will be delayed. NRC will place our review of your cleanup plan on hold until your response is received.

In the interim, I would like to emphasize that maintaining controls on the 3rd floor, as described in NRCs letters, dated June, 20, 2018, (ADAMS Accession No. ML18114A287) and October 30, 2017 (ADAMS Accession No. ML18128A336) is important to maintain public health and safety. Also, in NRCs letter, dated June 20, 2018, we stated remediation should be completed within a 5-year time period, which extends through 2023. I recognize that the financial strains youve mentioned in your email are likely to result in a significant delay in completing remediation of your site, and we are happy to discuss that at your next annual update on your progress on or before June 2021.

Because of the Coronavirus outbreak, our income has slowed due to our tenants either having to shut down because they were deemed unessential and the fact that some that are just suffering from lack of work. The letter is available in NRCs Agencywide Documents Access and Management System at Accession No. ML18114A287. NRCs ADAMS is available on the world wide web at https://www.nrc.gov/reading-rm/adams.html.

I am writing to inquire whether the recent outbreak of novel coronavirus (i.e., COVID-19) in the United States has or will impact your ability to maintain the voluntary controls described by the aforementioned letter. Please respond as soon as feasible, but within 30 days.
