0260/L-835.0 Special Report 84-37/1, Update Report, Inoperability of the Loose Parts Detection System AECM-85/0050 On November 29, 1984, the Loose Parts Detection System had been declared inoperable for 30 days reaching the 30 day Limiting Condition for Operation (LCO) time limit of Technical Specification 3.3.7.10.
The system was declared inoperable at approximately 19 percent reactor power during startup testing when a high alarm sealed in with no loose parts present. When reactor power was raised above 25 percent the alarms cleared.
Further investigation revealed the alarms to be most susceptible to changing plant conditions below 25 percent reactor power when the background noise level is greatest. This problem has not been experienced at higher power operation. The Loose Parts Monitoring System is considered to be operable and the Alarm Reponse Instruction is being revised to instruct operators in the appropriate actions to take if an alarm is received.
