Mr. D. G. Eisenhut, Director Mr. R. D. Martin Division of Licensing Regional Administrator Office of Nuclear Reactor Regulation USNRC, Region IV v

U.S. Nuclear Reactor Regulation 611 Ryan Plaza Drive, Suite 1000 Washington, D.C.

20555 Arlington, Texas 76011 Gentlemen:

Subject:

Comanche Peak Safeteam Program In our letter of September 28, 1983, to the Director, Office of Inspection and Enforcement, Mr. R. J. Gary made eight comitments to further enhance the Quality Assurance Program at Comanche Peak. The program implementing those comitments has been referred to as the "Eight Point Program" and has been in place for approximately one year.

This has proven to be an effective program, and has been a valuable supplement to our commitment to quality at Comanche Peak.

The purpose of this letter is to advise that Texas Utilities Generating Company (TUGCO) is adding a new program called Comanche Peak Safeteam. This is the same Safeteam Program that has been successful at several nuclear power plant sites, such as Detroit Edison's Fermi 2.

We have contracted with Utility Technical Services to assist in the startup and operation of the program.

Comanche Peak Safeteam will provide an additional opportunity for each exiting employee to have a confidential interview to express any concern he or she may have about the project.

Individuals staying on also will be encouraged to have confidential interviews if they have concerns.

Each concern will be investigated, a report will be prepared, g

and each concerned individual will receive a written reply. To help ensure successful implementation of this program, we have assigned a rg full-time TUGC0 manager as the project leader, reporting directly to E

a.

the President of TUGCO.

NQg Comanche Peak Safeteam will not replace the Eight Point Program now in operation.

Rather, these two independent programs will inter-o o.

face where appropriate to augment the Comanche Peak quality commitment.

g It is anticipated that Comanche Peak Safeteam will be fully imple-

-4 mented by February 1,1985. Additional information concerning this g

program will be provided if you so desire, en.4 Sincerely, MDS:pewh*f H ehael D. Spence Y "n D 900l g,
