In accordance with 10 CFR 50.54(p)(2), Carolina Power and Light Company (CP&L) hereby transmits Revision 0 of the CP&L Physical Security and Safeguards Contingency Plan; Brunswick Steam Electric Plant industrial Security Plan, Revision 23, Brunswick Steam Electric Plant Safeguards Contingency Plan, Revision 8, Shearon Harris Nuclear Power Plant Security Plan, Revision 10 and Shearon Harris Nuclear Power Plant Safeguards Contingency Plan, Revision 3.

Revision 0 supersedes the following plans: Brunswick Steam Electric Plant Industrial Security Plan, Revision 22 Brunswick Steam Electric Plant Safeguards Contingency Plan, Revision 7, Shearon Harris Nuclear Power Plant Security Plan, Revision 9 and Shearon Harris Nuclear Power Plant Safeguards Contingency Plan, Revision 2.

This plari change is being submitted by April 29,1996 based on the February 29,1996 implementation date for the Land Vehicle Intrusion Barrier System at CP&L's nuclear plants.

These vehicle control measures have been incorporated into the enclosed Physical Security and Safeguards Contingency Plan. As specified in 10 CFR 50.4(b)(4)(iii), CP&L is submitting the signed original and three copies to the Document Control Desk. Enclosed with the Security Plan are descriptions of the changes from the previous site-specific plans, including justifications for the changes being made.
