License Amendment Request Regarding Shutdown Operation of the Davis-Besse Nuclear Power Station, Facility Operating License Number l NPF-3 Ladies and Gentlemen:

! Toledo Edison is submitting the attached license amendment request for NRC review and approval in accordance with 10CFR50.59(c). This proposed amendment involves the shutdown operation of the Davis-Besse Nuclear Power Station (DBNPS), Unit 1 during the ongoing Tenth Refueling Outage (10RFO).

The DBNPS is currently in a shutdown refueling condition (Mode 6) for the 10RFO. Prior to relying on Emergency Diesel Generator (EDG) No. 1 to support operable Decay Heat Removal (DHR) equipment during the refueling I outage, previously identified EDG start time trends were investigated.

As a result of this investigation, a load imbalance in the generator poles was discovered. Therefore, the generator was shipped offsite to be reworked.

This license amendment proposes that during 10RF0, an alternate electrical lineup be utilized. The Station Blackout Diesel Generator l (SBODG) will be the standby emergency power source available to supply l loads normally supplied by EDG No. 1, if required.

i The unavailability of EDG No. 1 will impact outage work scheduled for DHR train No. 2, absent NRC approval of this license amendment request.

Since this would impact the scheduled date of return of the DBNPS to Mode 2, Startup, Toledo Edison requests that the enclosed license amendment application be approved and issued by the NRC as an emergency license amendment in the manner allowed by 10CFR50.91(a)(5), by 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br /> on April 21, 1996. The currently scheduled date of return of the DBNPS to Mode 2 is May 12, 1996.

The following information is provided to support issuance of the requested license amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit j Number 1, Facility Operating License Number NPF-3. This change involves '

shutdown operations of the DBNPS during the ongoing Tenth Refueling Outage (10RFO).

A. Time Required to Implement: This proposed action is to be implemented upon NRC issuance of the License Amendment.

l B. Reason for Change (License Amendment Request Number 96-0005):
