Dear Sir:

Enclosed for filing a*e three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachments I and II thereto comprising a statement of the proposed changes to the Technical Specifications and associated safety evaluation.

The proposed changes to the James A. FitzPatrick Technical Specifications alter the organization of the Safety Review Committee. The proposed changes reflect the Authority's commitment

- to involve senior management in, and focus their attention and involvement, on the safe operation of 'the FitzPatrick facility.

( In accordance with the requirements of 10 CFR 50.91, a copy of this

New York State official.

In accordance with the requirements of 10 CFR 170.12 and 10 CFR 170.21, the Authority has enclosed a check for $150.00 for the amendment application fee. The Authority pays this fee under protest pending a final determination of the legality of the fee schedule.
