Dear Judges Smith,
Wolfe and Linenberger:
I have enclosed copies of UCS' findings of fact and conclusions of law in the TMI-l training proceeding.
I tried to follow Licensee's proposed format but was unable to do so.
Our format differs primarily in that we have reversed the discussion of the OARP Committee and the substance of the training program, with the OARP Committee discussion coming first.
The organization within each section, while similar, also differs.
Pursuant to an agreement of which I informed your office last Friday, we provided a copy of our final draft to Licensee and to the Staff by noon today.
We are now replacing that draft with this final version.
Finally, I have also enclosed for the Board and all parties a stipulation reached between UCS and Licensee concerning Dr.
Uhrig's activities with the Atomic Industrial Forum committee that is promoting restart of TMI-1.
I have sent the original of the stipulation to Docketing and Service.
