To support planning and scenario development efforts for the 1984 Emergency Preparedness Field Exercise, the following exercise objectives, guidelines and participation requirements have been provided.
Following discussions between Texas Utilities Generating Company (TUGCo), the State of Texas, the Federal Emergency Management Agency-Region VI (FEMA), the Nuclear Regulatory Commission-Region IV (NRC), and the counties of Hood and Somervell, these objectives, guidelines and participation requirements have been finalized and will be used as the basis for the scenario in support of the 1984 Emergency Preparedness Field Exercise.

EXERCISE OBJECTIVES 1.
FOR TEXAS UTILITIES GENERATING COMPANY:
a.
General Objectives (1) Notification and Mobilization of Emergency Response Personnel (a) Demonstrate the ability to alert, mobilize and augment TUGCo emergency response personnel in a timely manner.
(b)
Demonstrate the ability to alert Federal, State and local authorities in a timely manner.
(2) Emergency Response Facilities and Communications (a) Demonstrate the ability to activate the Technical Support Center (TSC), the Operations Support Center (OSC), the Emergency Operations Facility (EOF), the News Center, and the Corporate Office Support Center (C0SC) in a timely manner.
(b)
Demonstrate the functional and operational adequacy of the TSC, OSC, EOF, News Center and COSC.
(c) Demonstrate the adequacy, operability and effective use of emergency communications equipment, and the adequacy of communications procedures and methods.
(3) Direction and Control (a) Demonstrate the ability of each emergency response facility manager to maintain command control over all emergency response activities conducted from his facility throughout the exercise.

(b) Demonstrate the ability to gather, assess and disseminate information regarding the status of the emergency conditions and the status of emer-gency response activities in a timely manner.
(c) Demonstrate the ability to initiate and coordinate emergency response activities in an efficient and timely manner.
(d) Demonstrate the ability to effectively call upon and utilize TUGCo Corporate or outside support organiza-tions when Station capabilities are exceeded.
(e) Demonstrate the primary functional responsibilities and/or problem solving capabilities of emergency response personnel.
(f) Demonstrate the ability of the CPSES Security Organization to effectively implement its proce-dures for responding to an emergency situation.
(g) Demonstrate the ability of emergency response personnel to execute the CPSES Emergency Plan and associated Emergency Plan Procedures to pro-tect Station personnel and the general public as appropriate.
(4) Accident Assessment (a) Demonstrate the ability of the TSC and EOF Engineering Teams to analyze current plant conditions, identify projected trends and potential consequences, and provide recommendations for mitigating actions.

(7) Reentry and Recovery (a) Demonstrate the ability to identify and discuss appropriate onsite reentry and recovery activities based upon the current or projected conditions in the affected onsite areas.
(b) Demonstrate the ability to identify and discuss appropriate reentry support to offsite recovery activities based upon the current or projected conditions in the affected offsite areas, and methods for de-escalating the general public's response to the emergency condition.

Specific Objectives for those Activities Conducted from the Control Room, Technical Support Center, and Operations Support Center (1) Direction and Control (a) Demonstrate the precise and clear transfer of respon-sibilities from the Control Room staff to the TSC staff.
(b) Demonstrate the ability of the Shift Supervisor to periodically inform Control Room personnel of the status of the emergency situation and the plant conditions.
(2) Accident Assessment (a) Demonstrate the ability of the Control Room staff to make a timely determination of the cause of an incident, and perform mitigating actions to place the affected unit (s) in a safe, stable condition.

(b) By providing accurate technical engineering decisions in a timely manner, demonstrate the ability of the TSC staff to support the Control Room staff's efforts to identify the cause of an incident, mitigate the consequences of that incident, and place the affected unit (s) in a safe, stable condition.
(c) Demonstrate the ability of the Control Room and TSC personnel to classify an emergency condition in a timely manner.
(3) Radiological Assessment (a) Demonstrate the ability of the TSC and OSC staffs to direct and coordinate the deployment of onsite and offsite radiological monitoring teams in a timely manner.
(b) De.nonstrate the ability of the Onsite Survey Teams personnel to efficiently and effectively utilize their procedures to perform dose rate surveys, collection and' analysis of radiological samples, and other pre-i; scribed onsite and in-plant radiological monitoring activities.
(c) Demonstrate the ability to perform timely assessments and projections of onsite and offsite radiological conditions to support the formulation of protective action recommendations.
(d) Demonstrate the ability to assess information avail-able from the containment and effluent high-level
-radiation monitoring systems and response accordingly.
(e) Demonstrate the ability to analyze samples drawn from the in-plant normal or post-accident sampling systems, and assess the resultant data.
(4) Protective Response (a) Demonstrate the ability to formulate and implement onsite protective action measures in a timely manner.
(b) Demonstrate the ability to account for and evacuate non-essential personnel in an orderly and timely manner.

(d) Demonstrate the ability to respond to and effectively treat an in-plant personnel injury situation involving contamination.

Specific Objectives for those Activities Conducted from the Emergency Operations Facility and News Center (1) Emergency Response Facilities and Communications (a) Demonstrate that adequate communications exist between TUGCo personnel stationed at the EOF, and those TUGCo personnel assigned to the Offsite Monitoring Teams.
(2) Direction and Control (a) Demonstrate the precise and clear transfer of responsibilities from the TSC staff to the EOF staff.
(3) Accident Assessment (a) Demonstrate the ability of the EOF staff to support the TSC staff's efforts to identify the cause of an incident, mitigate the conse and place the affected unit (quences of that incident,s) in a saf dition.
(b) Demonstrate the ability to utilize vendor and other outside resources to assist accident analysis and mitigation efforts.
(c) Demonstrate the ability of the EOF personnel to classify an emergency condition in a timely manner as appropriate.
(4) Radiological Assessment (a) Demonstrate the ability of the EOF staff to direct and coordinate the deployment-of Offsite Monitoring Teams in a timely manner.
(b) Demonstrate the ability of the Offsite Monitoring Teams personnel to efficiently and effectively utilize their procedures to perform dose rate surveys, collection and analysis of radiological samples, and other prescribed radiological monitoring activities.

1 (c) Demonstrate the ability to coordinate TUGCo offsite radiological monitoring activities with those offsite radiological monitoring activities conducted by the State.

(c) Demonstrate the ability to coordinate with and assist State agencies and local jurisdictions in the implementation of protective action measures as appropriate.
(d) Demonstrate the ability to formulate and execute measures to protect TUGCo emergency workers within i
the Plume Exposure EPZ.

(2) Public Information (a) Demonstrate the ability to coordinate the release of information with CPSES public information personnel, and provide accurate and timely informa-tion releases to the owner companies.

FOR THE STATE OF TEXAS:
a.

Direction and Control (1) Demonstrate support from responsible elected or appointed State officials regarding plan familiarity, conduct of operations,'and decision-making.

(2) Demonstrate the ability of key State emergency response personnel to maintain command control over all State emergency response activities conducted from their respective emergency response facilities throughout the exercise.
(3) Demonstrate the ability to gather, assess and dis-seminate information regarding the status of emergency response activities in a timely manner.
(4) Demonstrate the ability to effectively call upon outside support organizations.
(5) Demonstrate the ability of each State agency to execute its emergency response plans and procedures to protect the general public as appropriate.
d.
Radiological Assessment (1) Demonstrate the ability to direct and coordinate the deployment of the State offsite radiological monitoring teams in a timely manner.
(2) Demonstrate the ability of the State offsite radiological monitoring teams personnel to efficiently and effectively utilize their procedures to perfonn dose rate surveys, collection and analysis of radiological samples, and other prescribed activities.
(3) Demonstrate the ability to coordinate the State offsite radiological monitoring activities with those conducted by TUGCo.
(4) Dcmonstrate the ability to perform offsite dose assess-ment activities in a timely manner.
(5) Demonstrate the ability to coordinate State offsite dose l
assessment activities with those conducted by TUGCo.
(6) Demonstrate the ability to control and coordinate the flow of information regarding offsite radiological l

Protective Response (1) Demonstrate the ability to control the exposure of State and local emergency workers.

(3) Demonstrate the ability that decisions can be made regarding protective action measures for the general public and emergency workers within the Plume Exposure Pathway EPZ.
(4) Demonstrate the ability to formulate measures to protect the general public and emergency workers within the Plume Exposure Pathway EPZ.
(5) Demonstrate the ability to advise local jurisdictions regarding the implementation of protective action measures, and to assist local jurisdictions in the implementation of protective action measures as appro-priate.
(6) Demonstrate the ability of Johnson Memorial Hospital to respond to and effectively treat an offsite personnel injury situation involving possible contamination.
f.
Public Information (1) Demonstrate the ability to prepare and disseminate information releases to the news media and the general

public in a timely manner.
(2) Demonstrate the ability to coordinate all State information releases to the news media and general public with those of the counties and TUGCo.
(3) Demonstrate the ability to establish and conduct rumor control procedures in a coordinated manner.
g.
Reentry and Recovery (1) Demonstrate the ability to identify and discuss all reentry and recovery activities based upon the current or projected conditions in the affected offsite areas, and methods for de-escalating the general public's response to the emergency condition.

FOR HOOD COUNTY, SOMERVELL COUNTY, AND OTHER LOCAL OFFSITE SUPPORT AGENCIES:
(a) Notification and Mobilization of Emergency Response Personnel (1) Demonstrate the ability to alert and mobilize local emergency response personnel in a timely manner.

Emergency Response Facilities and Communications (1) Demonstrate the ability to activate the Hood County and Somervell County Emergency Operations Centers in a timely manner.
(2) Demonstrate the functional and operational adequacy of the Hood County and Somervell County Emergency Operations Centers.
(3) Demonstrate the adequacy, operability, and effective use of emergency communications equipment, and the adequacy of communications procedures and methods.
(4) Demonstrate that adequate communications exist between each county Emergency Operations Center and all other emergency response facilities.
c.
Direction and Control (1) Demonstrate support from responsible elected or appointed local officials regarding plan familiarity, conduct of operations, and decision-making.
(2) Demonstrate the ability of each County Judge to maintain command control over all emergency response activities conducted from his county's Emergency Operations Center t
throughout the exercise.

FOR ALL PARTICIPATING EMERGENCY RESPONSE ORGANIZATIONS a.
Demonstrate the ability of each emergency response organiza-tion to integrate its activities with those of the other participating emergency response organizations.
b.
Demonstrate the ability to adequately perform post-exercise

critiques to determine any areas requiring additional capa-bility improvements.
B.
EXERCISE GUIDELINES To define the " extent of play" by the exercise " players" and meet the exercise objectives, the following exercise guidelines have been established:
1.
The Field Exercise will be conducted on November 14, 1984. Since exercise " players" will not possess prior knowledge of the exercise start time, all personnel should follow their normal routines for that day.
2.
Following the establishment of initial conditions, the Field Exercise will commence with a postulated plant condition necessitating the declaration of an emergency at CPSES.
3.
The postulated accident conditions will result in a simulated radiological release which necessitates the consideration of protective actions for the general public. Meteorological conditions may be varied throughout the exercise.
4.
All onsite and offsite emergency response facilities, including those State facilities located in Austin and Waco, will be manned and perform their prescribed functions as appropriate to the development of the exercise scenario.
5.
Media centers will be manned and perform their prescribed functions; however, no exercise press releases will be made to the public.
6.
As appropriate, emergency response personnel from the Texas Department of ifealth - Bureau of Radiation Control and other State agencies shall pre-position themselves in the Comanche Peak area so as to commence exercise " play" at an appropriate point in the development of the exercise scenario.
Travel time associated with the deployment of these " players" will be simulated.

Exercise " players" will perfonn, as appropriate, radiological monitoring and dos.e assessment activities.

8.
TUGCo and State radiological monitoring field teams will be dispatched for the purpose of testing response time, communica-tions, and monitoring and sampling procedures.
The field teams will gather sample media and route such samples to the appro-priate laboratory facilities for analysis.
Each radiological monitoring field team will be accompanied by a controller / evaluator team throughout the exercise.
Each field team will rendezvous with its controller / evaluator team at the location from which it is deployed.
The rendezvous locations are as follows:
a.
For the TUGCo teams, the Operations Support Center (OSC).
b.
For the State teams, the designated offsite Staging Area.
9.
Participation by CPSES onsite personnel directly tr.cived in responding to an emergency situation shall be carried out to the fullest extent possible, including the deployment of in-plant and out-of-plant radiological monitoring teams, and the use of protective clothing and respiratory protection equipment.
10.
Use of protective clothing and respiratory protection equipment, if required by the exercise scenario, shall only be simulated t
by personnel assigned to the offsite TUGCo or State radiological l
monitoring field teams.
- 11. ~Asappropriate,EmergencyBroadcastSystem(EBS) announcement's should be prepared and passed to_the appropriate stations, but these announcements should not be released to the general public.
12.
As appropriate, procedures for the activation of the Outdoor Warning System (OWS) shall be demonstrated, including activation of the siren system.
Specific instructions for the activation of the OWS sirens will be provided by the exercise controllers stationed at the county Emergency Operations Centers such that the sounding j
of the sirens coincides with any EBS test message announcements.
13.
The postulated accident conditions may warrant the assembly and accountability of non-essential site personnel.
If required by the exercise scenario, onsite assembly and accountability proce-dures should be completed. Non-participating personnel should then be allowed to return to their normal work stations unless their activities would interfere with the conduct of the exercise.
14.
If required by the exercise scenario, procedures for the activation of the onsite einergency evacuation alarm shoul1 be demonstrated, including the actual sounding of the alarm.
Although the evacua-tion of non-essential site personnel will not be required, a i

sample population of non-essential site personnel will be evacuated for the purpose of demonstrating the procedures for the radiological monitoring of evacuees.
15.
This exercise may include a simulated evacuation of the affected offsite population to a reception and care facility. Although no members of the general public will be evacuated, a sample population of non-essential site personnel will be evacuated to a reception and care facility in Johnson County to test the in-processing and monitoring of evacuees.
16.
If required by the exercise scenario, highway barricade material shall be deployed to positions in accordance with plan directives; however, highways shall not be closed.
17.
The Glen Rose /Somervell County Volunteer Fire Department may be involved in providing simulated onsite or offsite firefighting assistance.
If required by the exercise scenario, the fire department should be contacted for the purpose of checking communications only, but will not be required to mobilize manpower or equipment.
18.
If required by the exercise scenario, an " injured, contaminated" individual may be transported to the Hood General Hospital and/or the Johnson Memorial Hospital for subsequent simulated treatment and decontamination.
19.
If required by the exercise scenario, onsite security personnel should exercise their procedures for restricting normal access to the CPSES site without actually redirecting incoming and outgoing personnel.
No other live or simulated events are to be included in the " extent of play" of the exercise.
C.
EXERCISE PARTICIPANTS The Field Exercise will require the participation of those personnel holding primary or alternate assignments within the TUGCo, State of Texas. Hood County and Somervell County emergency response organiza-tions.
Exercise participants will include the following emergency plan position-holders and any support staff they deem appropriate for a proper response to the exercise scenario:
