liPPLICATIOf4 FOR AMENDMENT TO OPERATING LICENSE The New York Power Authority requests an amendment to the Technical Specifications contained in Appendix A to Facility Operating License DPR 59 for the James A. FitzPatrick Nuclear Power P! ant. Nis application is filed in accordance with Section 10 CFR 50.90 of the Nuclear Regulatory Commission's regulation.
This application for an amendment to the Amos A. FitzPatrick Technical Specifications revisos Table 3.2-1 " Instrumentation that initiates Primary Containment isolation" to reflect a plant modification which installed two additional temperature olomonts, associated cabling, temperature switches and circuitry in the area of the Roactor Water Cleanup (RWCU) pump suction primary containment penetration.
The Authority's equipment qualification program postulated a hi h energy 0
lino break in a nineteen foot section of RWCU pipe that runs betwoon the containment penetration and the RWCU "A" pump room. As a result, two now temperature elements were added to isolate the RWCU system from the reactor vossolin the event of a line break in this area. Six existing temperature elements monitor other RWCU system areas.
The NRC identified that Table 3.2-1 of the FitzPatrick Technical Specifications only listed six RWCU area high temperature instrument channels when ei ht channels were installed in the plant. This proposed 0
chengo adds those two now channels to correct Table 3.2-1 and to reflect the modification.
The proposed chan00s to the Technical Specifications are Attzhment I to this Application for Amendment to the Operating Licenso. The Safety Evaluation for the proposed change is included as Attachment 11.
