Dear Mr. Hunter:
This letter provides the final report submitted pursuant to 10CFR50.55(e) concerning internal electrical shorting of Barton 752 Transmitters at Wolf Creek Generating Station (WCGS). This matter was initially reported on April 24, 1984 and supplemental information was provided in the Reference.
The Reference stated that three ITT - Barton 752 Transmitters were found to be short circuiting internally. An examination of the affected transmitters by ITT - Barton determined that the shorting condition was caused by a " stacking" of tolerances among the carrier plates, a circuit board trace on one of the plates, and the hold down lockwashers. As a result of the above examination ITT - Barton has incorporated into the design, the use of lockwashers which have a smaller outside diameter.
This action will eliminate the possibility of the shorting condition. In addition, it has been determined that the shorting condition is immediately detectable upon connection of the transmitter to the system loop wiring.
Therefore, if no shorting condition existed at the time of installation, it is impossible for a short to occur later since the carrier plate is torqued in place and no movement of the lockwashrs is possible.
