SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 3 TO FACILITY OPERATING LICENSE NO. NPF-30

CALLAWAY PLANT, UNIT 1 DOCKET NO. STN 50-483
1.0 INTRODUCTION
By letter dated October 8, 1984, Union Electric Company (the licensee) requested an amendment to Facility Operating License No. NPF-30 for operation of the Callaway Plant in Callaway County, Misseuri.
The amendment would modify Ftgure 6.2-2 of the Callaway Technical Specifications (TS) to include the addition of two managerial positions to the plant organization. The amendment would also modify Section 6.5.1.2 consisting of the addition of another member to the On-Site Review, Committee.
2.0 EVALUATION The licensee has created two new managerial positions, entitled
" Assistant Manager, Administrative" and " Superintendent, Outages,!' both reporting to the Manager, Callaway Plant. The former is responsible for certain administrative and personnel matters. The latter is responsible for all aspects of outage planning and scheduling. The licensee's intent is to enhance plant operations by segregating general administration and outage planning as separate segments of the plant organization, thereby allowing the operating departments to concentrate on their primary responsibilities.
The staff concludes that the organization changes described above are primarily administrative and do not decrease the scope or number of plant functions and responsibilities.
The staff concurs th.at.the reassignment of general administrative and outage planning duties as separate and segregated responsibilities should enhance plant operations.
The On-Site Review Committee (ORC) is composed of'the Chairman and six members as follows:

Advisor to the Manager, Callaway Plant-The licensee has proposed to add the Assistant Manager, Administrative, as a seventh member. At the present time, this change will not affect the actual composition of the ORC because (1) the new Assistant Manager, Administrative, was fonnerly the Assistant Manager, Operations and Maintenance, and (2) the incumbent Advisor to the Manager, Callaway Plant, has been assigned a dual role as the new Assistant Manager, Operations and Maintenance.
In other words, the current ORC is comprised of seven individuals (including the Chairman) and the proposed ORC will be comprised of the same seven individuals (the positions of Advisor to the Manager,'Callaway Plant and Assistant Manager, Operations and Maintenance are held by the same person).
It is possible that future organizational changes will result in an ORC comprised of eight individuals; however, the licensee may eventually decide to abolish the position of Advisor to the Manager, Callaway Plant, which will bring the Committee back to its current size of one Chairman and six members.
The staff concludes that the proposed change does not decrease the size and effectiveness of the ORC and is, in effect, an administrative change to accommodate the organizational change previously described.
Based on the above, we conclude that the licensee's proposal to change the Unit Organization and the composition of the On-Site Review Committee is acceptable.
3.0 ENVIRONMENTAL CONSIDERATION
This amendment involves a change in the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20.
The staff has determined that the amendment involves no significant change in the types or significant increase in the amounts of any effluents that may.be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commis'sion has previously issued a proposed finding that this amendment involyes no 1
significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(9).
Pursuant to 10 CFR 51.22(b), no environmental impact statemant or en-vironmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION
We have concluded, based on the considerations discussed above, that:
(1) there is. reasonable assurance that the health and safety of the
. public.will not be endangered by operation in the proposed manner; and (2) such activities will be conducted in compliance with*the Commission's regulations and the issuance of this amendment wil.1 not be inimical to the common defense and security or to the health and safety of the public.
