DPR-71 & DPR-62 SUPPLEMENT TO REQUEST FOR LICENSE AMENDMENT ADMINISTRATIVE CONTROLS

Dear Mr. Vassallo:

SUMMARY

By letter dated October 29, 1984, Carolina Power & Light Company (CP&L) submitted a request for a revision to the Technical Specifications (TS) for the Brunswick Steam Electric Plant, Unit Nos. I and 2. The proposed changes incorporate the new reporting requirements as defined by the Commission in Generic Letter No. 83-43 dated December 19, 1983. In addition, recent organizational changes made .at Brunswick' have been reflected in the revised TS pages. Further information regarding some of these organizational changes has been requested by your staff.

DISCUSSION The proposed amendment deletes the office of Manager - Plant Operations and adds the office of Manager - Outages and his staff. The current TS show that the Managers of Operations, Maintenance, and Environmental and Radiation

' Control report to the Manager of Plant Operations who in turn reports to the Plant General Manager. Deletion of the office of Manager of Plant Operations streamlines the management structure and ensures closer coordination and communication between the Plant General Manager and the Managers of

.-Operations', Maintenance, and Environmental and Radiation Control. The duties

- of the Manager of Plant Operations will be divided between the Managers of Operations, Maintenance, and Environmental and Radiation Control.

The Manager - Outages will be accountable for the management of the outage schedule and resources. By maintaining an effective outage organization over the facets of the outage, the Manager - Outages will ensure 'the lowest downtime, maximum -capacity, efficiency, and reliability of electrical power in compliance with regulatory, ' company, and ' plant . requirements.

This~ amendment also shifts responsibility for Fire Brigade training from the Manager - Operations to the Director - Training. This .will consolidate the training programs under one unit, thereby eliminating any unnecessary training

' duplications.

.0ctober 29, 1984 streamline the management structure at Brunswick with regard

'toipower-operation, outages, and training. This will enhance the safe, reliable, and economic operation of the Brunswick Steam Electric Plant. These

_ , organizational changes do not (1) involve a significant increase in the probability or consequences of an accident previously evaluated; (2) create the possibility of a new or different kind of accident from any accident

- previously. evaluated; or (3) involve a significant reduction in a margin of

. safety.- Therefore', CP&L believes that this amendment involves no significant

' hazards consideration.
