50-328 SEQUOYAll NUCLEAR PIANT (SQN) - GENERIC LETTER (CL) 88-20, SUPPLEMENT NO. 4, " INDIVIDUAL PLANT EXAMINATIONS OF EXTERNAL EVENTS (IPEEE) FOR SEVERE ACCIDENT VULNERABILITIES - 10 CFR 50.54(f)"
Reference:
Your letter to TVA dated June 24, 1992, " Review of Response to Generic Letter 88-20 Supplement No. 4 - Individual Plant Examinations for External Events - Sequoyah Nuclear Plant Unita 1 and 2 (TAC NOS. M83674 and M83675)"
The purpose of this letter is to respond to NRC's concern expressed in the referenced letter pertaining to SQN's f.inal submittal date.
In TVA's original submittal, the extended date of December 18, 1996, was established because one refueling outage per unit was not sufficient to accumulate and verify the data needed for the final submittal.
It also was contingent upon using a substantial amount of permanent plant personnel to perform the walkdowns and evaluations.
In light of NRC's concern, SQN has reviewed its schedule f or implementation to determine if it can be shortenad and still maintain two outages for required walkdowns end evaluations. To meat the NRC proposed date, SQN vill now submit the IPEEE for Unit 1 and common areas by June 30, 1995. This allows the use cf both the Unit 1 Cycle 6 and 7 refueling outages that are tentatively scheduled to start April 2, 1993, and October 7, 1994, respectively.
Since the Cycle.1 refueling outage for Unit 2 is tentatively scheduled to be completed by May 3, 1995, there will not be suf ficient time to finalize the data and make the required submittal for that unit by June 30, 1995.

U.S. Nucient Regulatory Commission Page 2 September 18, 1992 Therefore, SQN will submit the IPEEE for Unit 2 by November 1, 1995.
This position is consistent with the original submittal since SQN planned
'to perform a complete seismic evaluation, using the method previously stated, for the IPEEE for one of the two SQN units, and only perform seismic walkdowns and unit unique calculations for the other SQN unit."
Since Unit 2 is essentially identical to Unit 1 no significant differences are expected to be identified. Additionally, SQN is planning a
to use coe.ract employees for the engineering evaluations.
SQN will still maintain an overview role and will supplement with permanent plant personnel as needed.
The commitments contained in this submittal are provided on the attached enclosure and supersede the one made in our original Submittal.
Please direct questions concerning thir issue to W. C. Ludwig at (615) 843-7460.
