Dear John:

Regarding our meeting of September 24, 1981, and the discussion concerning the above referenced facility, the following comments may be of some benefit:

-no biological or physical studies were done on Lake Wylie nor will any be required by this Department.

-SC DHEC has only one monitoring station on the northern part of Lake Wylie with minimal data collection capabilities.

-Cooling tower blowdown must be discharged from the " cool" side of the tower; no immediate plans for thermal plume studies on this discharge (may require thermal plume study later).

-all housing, except the larger sub-divisions, have septic tanks system.

-enclosed is a memo from our Enforcement Division in regards to the aqua-culture system.

i1PDES Permit effluent violation at Duke Power / Catawba fluclear Station.

During March thru June 1981, the referenced facility's discharge monitoring reports indicated violations of the total suspended solids (TSS) and biological oxygen demand (B0D) paraneter limits. Duke Powers' acccmpanying letter explained that the facility had been experiencieng problems due to algae growth, and that an in-house investigation had already been initiated to correct the violations.

On the basis of Duke's explanation, enforcement action was temporarily with-held. Upon receipt of the facility's next quarterly discharge monitoring report, the situation will be reviewed by the enforcemen section. If TSS and BOD violations still exist, a conference will be scheduled with Duke representatives to discuss the violations. At that time, the possible issuance of an Order requiring correction of these violations will be considered.
