DOCKETS 50-266 AND 50-301 INSTALLATION OF SA-ll MONITORS POINT BEACli NUCLEAR PLANT, UNITS 1 AND 2 In a letter dated May 25, 1983 we notified the NRC of a schedule problem regarding installation of the steam line noble gas monitors (SA-11 monitors) associated with our implementation of NUREG-0737, Item II.F.1.1, " Noble Gas Monitoring".
We noted in that letter that contrary to the Commission's Confirmatory Order of May 14, 1983 the SA-ll monitors had not been installed and made operational by the January 1, 1983 date specified in the March 14 Order.
We have examined our internal review procedures to determine.why this oversight occurred.
The results of this review and the steps we are taking to preclude such problems in the future were discussed with Mr. Lovendale of the NRC Region III staff during his visit at-our corporate Nuclear Engineering office on June 9, 1983.
As mentioned in our May 25 letter, the primary reason the SA-ll monitors were' overlooked as an item II.F.1 commitment was because, unlike our earlier April 26 letter, the July 20, 1983 letter did not specifically address the SA-ll mcnitors.
Thus, when we compared the schedule confirmed in the Order only to the most recent correspondence it was not apparent that the schedule for installation of the SA-11 monitors had not been met.
We subsequently have checked the Order against all past relevant correspondence and have determined that no other schedule commit-ments from our past correspondence have been, or will be, left unsatisfied without adequate notice to the NRC. (y 8307070021 830629 PDR ADDCK 05C00266 P

Denton June 29, 1983 As further discussed with Mr. Lovendale, we have for some time been developing a computer based commitment tracking system to more closely monitor deadlines and schedular obligations with the NRC and other regulatory agencies.
We expect to have an initial listing and printout of this tracking system available in August.
At that time we intend to review our commitment listing against similar listings which are maintained both by the NRC-NRR Project Manager and the Point Beach NRC Resident Inspector.
Beginning in August we will also have a newly hired engineer in our Nuclear Engineering Section whose primary responsibility will be to work with and refine this commitment tracking system.
These additional checks against past commitment schedules will help to prevent mistakes of this nature.
Regarding the SA-ll monitors, as of this date the installation and calibration of the monitors has been completed.
All four SA-ll monitors are presently operational.
As discussed in our May 25 letter, and to clarify that discussion as requested by Mr. Colburn of your staff, certain activities not related to the operability of the monitors remain to be completed.
Although operating and calibration procedures for this equipment have been completed and plant personnel have been trained to perform these procedures, integration of these instruments into other plant operating and emergency procedures and training of the licensed operators in use of these instruments in relation to the plant operating procedures have not been completed.
As discussed in my letter dated June 16, 1983, the permanent power supplies for the SPINGS, isokinetic stack sampling system, SA-ll monitors, and other TMI accident monitoring instrumentation cannot be established until the instrument bus upgrade and auxiliary safety instrumentation panels projects have progressed to completion.
The SA-ll monitors and the SPINGS and isokinetic stack samplers will be integrated into the Radiological Effluent Technical Specification rewrite which is presently in progress.
