SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON APRIL 9, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on April 9, 2020. The purpose of the meeting was to discuss protecting intermediate range (IR) detectors under Title 10 of the Code of Federal Regulations (10 CFR) 73.67, Licensee fixed site and in-transit requirements for the physical protection of special nuclear material of moderate and low strategic significance, and a potential license amendment request (LAR) regarding the main control room (MCR) emergency habitability system undervoltage actuation and vacuum relief valve.

V. Hall Summary of Meeting:
Protecting Intermediate Range Detectors under 10 CFR 73.67 On April 9, 2020, staff from the NRC conducted a public meeting with representatives from SNC to discuss protecting IR detectors under 10 CFR 73.67 and potential changes to the special nuclear material protection plan.
At the conclusion of the open portion of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
After the public portion of this topic, the staff held a closed meeting to discuss security-related information.
Main Control Room Emergency Habitability System Undervoltage Actuation and Vacuum Relief Valve Technical Specification Changes On April 9, 2020, staff from the NRC conducted a public meeting with representatives from SNC to discuss a potential LAR regarding the main control room emergency habitability system undervoltage actuation and vacuum relief valve. SNC noted that there are no design changes and the instrumentation and controls logic and setpoints remain the same. SNC described the following three main changes as part of their presentation:
- Identify that Class 1E 24-hour battery charger undervoltage is a credited actuation of MCR emergency habitability system and de-energization of MCR air supply radiation monitor sample pumps.
- Modify Technical Specification (TS) 3.3.13, Engineered Safety Feature Actuation System (ESFAS) Main Control Room Isolation, Air Supply Initiation, and Electrical Load De-energization to exclude operability requirements of the MCR air supply iodine or particulate radiation - High 2 function when the MCR envelope is isolated and the emergency habitability system is operating.
- Revise TS 3.6.3, Containment Isolation Valves, to exclude the vacuum relief containment isolation valves and revise TS 3.6.9, Vacuum Relief Valves, to address operability of the containment isolation function, Actions, and Surveillances.
The NRC staff noted the following items for SNC to consider:
- The LAR should explain how SNC will test electrical equipment using the proposed TS surveillance requirement and continue to meet the requirements of General Design Criteria (GDC) 4, Environmental and Dynamic Effects Design Bases, GDC-18, Inspection and Testing of Electric Power Systems, and 10 CFR 50.49, Environmental qualification of electric equipment important to safety for nuclear power plants.
- NRC staff noted that the proposed changes to relocate containment isolation valve provisions for vacuum relief valves from TS 3.6.3 into TS 3.6.9 permit indefinite plant operations (e.g., until the following refueling outage) with an inoperable primary containment isolation valve (i.e., inoperable for closing). The staff noted that the proposed changes should reflect the importance of ensuring a leak tight primary containment boundary and that additional justification may be needed to ensure safe operation in this condition (loss of redundancy).
- NRC staff noted that the addition of new TS 3.6.9, Condition C has a completion time of 30 days for inoperable (i.e., inoperable for closing) vacuum relief isolation valves. The

At the conclusion of the discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
