lNUREG-0654-Criterion J.10.a indicates that offsite emer- -i gency plans shall~ include:

Maps showing evacuation routes, evacuation

. areas, preselected radiological sampling and monitoring points, relocation centers in host areas,.and shelter areast (identi-ficationof radiological sampling and moni-toring points shall include the designators in Table J-l or an-equivalent uniform sys-tem described in the. plan)

Annex I of Revision 1 of the North Carolina Emergency Response Plan in Support of the Shearon Harris Nuclear Power Plant

.(September'1984) -- served on the Board and the parties on October 3, 1984 -- included a 20-mile " Operations Map" which includes,< inter alia, evacuation routes, evacuation areas (called " zones"), and evacuation shelters.1/

A separate map

'being prepared by the Radiation Protection Section of the North Carolina Department of Human-Resources will include

" preselected radiological sampling and monitoring points" as specified by NUREG-0654. -This separate map will.be included in e

the next revision of.the offsite plan, well before fuel load.

-(In addition, Appli' cants note that the State will also-be including a 50-mile " Ingestion-Pathway Map" in the upcoming re-

^ vision. See Offsite Plan, cat-I-1)..

1/ According'to the offsite plans for some nuclear facili-ties, evacuees-would first report'to a," relocation' center"

_ where they would be registered and, if needed, provided l' with~ temporary accommodations at a separate public "shel-ter area." (See Criterion J.12, defining " relocation cen-ter"). In contrast, under the concept of operations re-flected in the~ Harris offsite plan, the evacuating public 4

reports directly to the evacuation shelters for registra-tion and any other necessary services. Any evacuees needing temporary accommodations'would stay at the facili-ty where theyl register. Thus, the North Carolina plan provides for a_ single type of facility to serve both func-Ecionst:therefore,'only one type-of facility infreflected onEthe' map. :The " Evacuation Schedule" section-of'the map correlates each identified evacuation shelter with the-evacuation' area (" sone") from which it would' receive evacuees.

The " Evacuation' Schedule" section of the " Operations Map" in-cluded in Annex I.of Revision 1 of the offsite plan shows both the permanent and the peak season populations for each of the evacuation zones, thus exceeding the NUREG-0654 criterion.
