Dear Mr. Keppler:

As required by 10CFR50.55(f), The Cleveland Electric Illuminating Company herewith submits a change to the Quality Assurance Program description. This change has been incorporated in Revision 11 of Section 0100 of the Corporate Nuclear Quality Assurance Program Manual (see Attachment 1) to reflect the following organization changes: 1. Perry Plant Department succeeded by Perry Plant Operating Department and Perry Plant Technical Department (Ref: letter from M. R. Edelman to J. G. Keppler-dated 10/18/84) - Effective 10/1/84, 2. System Completion Group succeeded by Completion and Test Support Activity - Effective 10/8/84. 3. In Perry Project Services Department, Facilities and Services Section merged wich Procedures and Records Section - Effective 10/8/84. 4. System Engineering Response Team transferred from Nuclear Design & Analysis Section to Nuclear Construction Engineering Section - Effective 11/12/84. Of these changes,.only the reorganization of Perry Plant Department and the transfer of System Engineering Response Team involved substantial ~ realignment of management responsibilities. ' G) Kippler c' January 21, 1985 Changes to the Quality Assurance Progran description also were made to reflect the following changes in organizational titles and intrasectional -realignments: 1. Operational Quality Section realigned from Systems / Turnover and' Operational Quality Control Units to Mechanical /HVAC and Electrical /I&C Ouality Units - Effective 8/20/84. NOTE: This realignment to a discipline orientation involved no change in overall Section responsibilities. 2. The description of Construction Quality Section functions .was changed by adding specific address of the construction completion support provided at time of turnover for testing. 3. Administration and Turnover elements of the Nuclear Test Section merged - Effective 11/12/84. .4. Organizational titles in Nuclear Construction Engineering Section were changed to reflect changing emphasis on conpletion of specific construction activities such as conduit, supports and instrumentation / controls - Effective 11/12/84 5. Procedures Unit (formerly Procedures and Records Section) renamed Information Management Unit (in Procedures, Records and Services Section) to reflect expanded admiaistrative .responsibilties including word processing and office services - Effective 11/12/84. 6. Gilbert Associates, Incorporated - architect / engineer and quality assurance agent for the Perry project. - adopted a new corporation ^ .name: Gilbert Conmonwealth, Incorporated. None of. these changes involve reassignment of management-responsibilities. The. changes. described above were made to support changing needs of the Project and its affiliated organizations. No reductions in Project commitments were made, so we conclude that the revised progran description continues to satisfy the requirements of 10CFR50, Appendix B and commitments -previously accepted by the NRC. A controlled copy of CNOAP Section 0100 (Revision 11) and Program Revision -Notices which modify Sections 0200 through 1800 as necessary to reflect the changes to Section 0100 are being sent to the Region III library under separate cover.
