3 Enclosuree to TXX-92346 Page 3 of 3 COMNCHE PEAK STEAM ELECTRIC STATION FITNESS FOR DUTY Summary of Management Actions Six Months Ending June 30, 1992 IV Electric was informed on January 14, 1992 that the National Institute on Drug Abuse had lif ted its suspension of the certification of the contract lab being used to perform urine drug testing.
This suspension and details of alternative testing arrangements are recorded in the.econd half of 1991 -
Fitness For Duty Performance De 3 Report - Summary of Management Action.
After this notification, testing was resumed with this lab.
TU Electric felt compelled to review and consider alternatives to the arrangement with the current lab.
It was determined that the problem was created due to the fact that the current lab had only one facility to conduct urine drug testing.
With this in mind, it was determined that a multi-facility lab more appropriately meet the needs of TU Electric.
After a review of several multi-facility laboratories, a conditional selection was made.
On April 20, 1992 the TU Electric Operations QA Manager notified the TU Electric Contracts Department that a pre-contract award inspection / audit of the lab selected had been performed.
The report indicated that the operations at the. lab was satisfactory for Fitneas For Duty testing.
On May 11, 1992 USNRC Region IV was informed that TU Electric was in the process of awarding a contract to a multi facility lab for urine drug testing.
On May 18, 1992 the new lab began urine drug testing for the Fitness For Duty Program.
On June 17, 1992 Random Drug / Alcohol Tecting was conducted on the Night Shift.
During this time, an individual produced a breath alcohol test result above the cut-off Icvol.
The result of the teut were accurately recorded in the log, but no confirmation test was performed.
The confirmation test was not performed because the Fitness For Duty Supervisor misunderstood the information provided by the lab technician that performed the test.
The individual was allowed to return to work.
The next day, the Fitness For Duty Supervisor realized the mistake and made TU Electric Management aware of the mistake. Appropriate corrective action was taken and NRC Region IV was infonaed of the inciden*. and the corrective action taken.
The inspect r recommended the incident be included in the 6 month Fitness For Duty Performance Data - Summary of Management Action rather than as a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> notification.
