-.' N U.'S. Nuclear Regulatory Commission Page 2 July 16,1992 To ensure these expectations are clearly communicated to appropriate Operations and Tmining personnel, the following corrective measures were developed:

1 - Operations Management will conduct training with all licensed personnel and Traimng personnel to convey management expectations for use of procedures and crew communications by July 31,1992.

2 - Selected Operations Management will panicipate in licensed operator re-qualincation simulator training sessions to ensure /rcinforce conveyed mang; ament expectations.

Selected Operations Management participation In these adions will be completed by October 30,1992.

3 - Subsequently, a team of Senior Site Management, Operations Management, and Training Management will periodically observe crew perfonnance during simulator training sessions and panicipate in crew critiques to ensure / reinforce conveyed management expectations. This process will be evaluated in July,1993.

In addition, Operations Tmining Management and Instmetors will aggressively reinforce Operations Management expectations during all simulator training sessions and critiques.

PROCEDURE CONTENT An aggressive effort to completely upgrade all of the Catawba Emergency Operating Procedures L to revision IB of the Westinghouse Owners Group Guidelines has been initiated. Until this upgrade is complete, additional resources have been committed to upgrade / revise our ~ existing Emergency Opemting Procedures as necessary to ensure their usability and to meet our usage expectations. Deficiencies, noted in the report, in our existing Emergency Operating Procedures will be corrected by November 1,1992.

The _ complete Emergency Operating Procedum upgmde will imlude the re-veriGcation and l

validation of all newly-developed Emergency Openting Precciares, and re-training of all licensed personnel. A draft schedule for completion of this effort is attached for your information (Attachment 1). A fonnal schedule will be developed by July 31,1992.

The Emergency Operating Procedure upgrade effort will be performed in a joint effort with McGuire Nuclear Station by a team consisting of Operations Management personnel, an Emergency Operating Procedure writer from each station, Training personnel, supportfrom the Duke Design Safety Ana!ysis Group, and will be managed by a Project Manager.

Nuclear Regulatory Commission Page 3 July 16,1992 TRAINING METIIODOLOGY Since the conclusion of the subject requalification examinations in May of this year, the i composition of c'tws for training on the simulator has been increased from four (4) operators l to Gye (5) operators, consisting of three (3) SROs and two (2) ROs. Training is now conducted with Gvc (5) c.an crews.  !

I Specific trainiag will be prcvided to all licensed operators in Segment 6 and Segment 7 as l follows:

- Emphasis on perfo7ning all procedure steps correctly, ,

- Usage of ATWS 1,rocedure,

- Natumi Circulation Review,

- Cvoldown a6 Cooldown Rates,

- Temperature control during secondarpline break, ,

- Steam Generator Tube Rupture ar.d J.a of Enclosure 2,

- Crew updates at transitions in Emergency Operating Procedures.

In Segment i .d 1992 requalification training, licensed operators will also be tmined on the simulator to pen'orm a Shutdown Margin calculation in accordance with Westinghouse Owners Gmup Guidelines, during a plant cocidown and as directed by EOP-IC2 (Post LOCA Cooldown awl Depressurization). A computer and computer program has been ir*alled on the simulatoc to mn the reactivity calculation. Segment 6 and Segment 7 trainir.g will 'oc completed by October 1,1992.

/.dditionally, an Opemtions Tmining Coordinator has been named to enhance the interface between Opemtions p .sonnel and Tmining personnel. This individual repons to the Superintendent of Operations and is responsible for ensuring the expectations of Operations personnel and Training personnel are clearly understood and communicated.
