i APPLICANTS' MOTION REQUESTING WITHDRAWAL OF DESIGNATION OF THE CHAPEL HILL PUBLIC LIBRARY AS A DOCUMENT REPOSITORY Applicants hereby request that the Licensing Board's designation of the Chapel Hill Public Library as a repository of documents related to the licensing hearing for the Shearon Harris Nuclear Power Plant be withdrawn. This request is prompted by a recent letter from the Director of the Chapel Hill Public Library which cites lack of use of the Harris documents and the hardship created by storage and maintenance of the voluminous materials. A copy of this letter is attached hereto.

In a March 16, 1982 Order, the Licensing Board established the Chapel Hill Public Library as a second Public Document Room (PDR), in order. to provide intervenor CHANGE with access to copies of the Final Safety Analysis Report and Environmental Report. The first PDR is maintained at the Wake County Public Library in Raleigh. As the Director's letter indicates, Mr. Daniel Read, counsel for. CHANGE, has since moved tc Raleigh and no longer has use for these documents at the Chapel Hilllibrary. Further, k

- most of the issues remaining in this proceeding involve. emergency planning, and the relevant documents have already been or will be served on all parties.

The undersigned counsel for Applicants has discussed this request with Mr. Read, and he indicated that he has no objection. The other intervenors have been notified of

Applicants' intention to file this motion and asked to contact Applicants if they object.

None has voiced an objection.

For these reasons, Applicants request that the designation of the Chapel Hill Public Library as a PDR of Harris materials be withdrawn.

Respectfully submitted, I.

523 EAST FRANKLIN STREET CHAPEL HILL e NORTH CAROLINA e 27$14 January 11, 1985 Mr. G. S. Cashell Principal Specialist Special Nuclear Programs Carolina Power & Light Company P. O. Box 1551 Raleigh, North' Carolina 27602

Dear Mr. Cashell:

As you are aware, the Chapel Hill Public Library is a repository for the Shearon Harris Nuclear ~ Power Plant documents. This came about at the request of Mr. Dan Read, who was then a citizen of our community,.as i understand It.

1 Mr. Read is now a resident of Raleigh and no longer has use for V these documents at the Chapel Hill Public Library. The storage

' and maintenance of these documents, which as far as we are able to determine are not used at all, create a great hardship on a small pubile library such as ours both in terms of space and staff time requirements.

Please inform me what it would necessitate to discontinue the use of our Library as a repository. Your assistance in this matter will be greatly appreciated.

Sincerely, .

Mary 8 o l-Library Irector fw N
