Dear Sir:

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to Appendix A of the Technical Specifications and the associated Safety Evaluation.

The Authority previously submitted similar changes to the Technical Specifications via Reference 1.

In that proposed amendment, Table 3.7-1 (Process Pipeline Penetrating Primary Containment) of Appendix A to the Operating License was corrected to reflect the as-built configuration of the plant.

Subsequent to this submittal, the NRC requested additional information on this proposed amendment via Reference 2.

s In Reference 3, the Authority withdrew the " Application of Amendment to Operating License" since the changes requested in Reference 1 were to be resubmitted as part of a complete update to Table 3.7-1 of Appendix A.

Due to numerous changes involved

-in updating this table, the Authority does not expect to submit a complete revision in the immediate future.

Therefore, the Authority resubmits the proposed changes to Table 3.7-1 of the Technical Specifications as presented in Attachment I to the Application for Amendment to the Operating License with this letter.

The associated Safety Evaluation for the proposed changes is Attachment II.

In addition, this resubmittal incorporates requested information on the proposed changes. A complete update of Table 3.7-1 will be forthcoming in a separate submittal.

In accordance with 10 CFR 50.91, a copy of this application, with attachments, is being provided to the designated New York State official.

In accordance with 10 CFR 170.12, a check in the amount of

$150.00 is enclosed as the application fee.

The Authority pays this fee under protest pending a final determination of the legality of the fee schedule.
