By letter dated February 23,1996, the Oyster Creek Nuclear Generating Station docketed i Technical Specification Change Request (TSCR) 242 to request the implementation of Option B to 10 CFR 50 Appendix J. Option B would allow for a significant change to the scheduling of requisite Appendix J tests.

Pursuant to 10 CFR 50.55a(f)(4)(iv), Revision 9 to the Inservice Test (IST) Program for the Oyster Creek Nuclear Generating Station is enclosed. This revision is being requested to 1 provide continuity between testing performed to meet the requirements of the IST Program and i the testing performed to meet the requirements of 10 CFR 50 Appendix J, Option B.

A detailed list of changes requested for Revision 9 have been provided on page 2 of the enclosed program and are summarized below:

. A change is requested to implement and perform all seat leak testing in accordance with the ASME/ ANSI Part 10 OMa-1988 addenda to OM-1987 Edition, and the additional requirements specified in 10 CFR 50.55a (b)(2)(vii).

. A change is requested to remove the reference to Appendix J tests where other testing may be used to satisfy IST requirements for other than leak rate testing.

. A change is requested to update the IST Program for plant modifications that have changed or deleted IST testing requirements.

. A change is requested to correct several typographical errors.
