' MARK SCOTT, being duly sworn, deposes and says as follows:

1.. My name is Mark Scott.. I am Emergency Management Coordinator,-

Emergency Services Director and Fire Marshal of Chatham County, North Carolina. My business address is P. O. Box 428, Pittsboro, North Carolina 27312. A summary of my. ,

professional experience and training is attached hereto as Attachment A.

- 2. As Emergency Management Coordinator for Cnatham County, I am the primary liason between Chatham County emergency services organizations (fire rescue

- and law enforcement organizations) and the State of North Carolina. In my position as Emergency ' Services Director, I am responsible for developing standard operating procedures (SOPS) for emergency services in Chatham County. In the event of an emergency situation resulting from an accident at the Shearon Harris Nuclear Power. ,

- Plant, I would coordinate the activities of those organizations within Chatham County O

that have emergency response functions and would serve as liaison between those organizations and the North Carolina Division of Emergency Management (DEM). I have worked with DEM in preparing the Chatham County part of the offsite emergency plan in ,

support of the Harris Plant, and am familiar with the responsibilities of Chatham County emergency organizations under the plan.

3. I make this Affidavit in response to Eddleman Contention 240. I am aware

-that the Licensing Board admitted Eddleman Contention 240 into this proceeding in order

- to address two questions: (1) What agency of Chatham County government is responsible for the decontamination of evacuees at the Chatham County shelters? and (2) Which emergency response organizations are assigned the responsibility of providing support for the decontamination of evacuees? The purpose of my Afficavit is to answer these questions and to clarify the intent of the relevant sections of the Chatham County part of the offsite emergency plan. I have personal knowledge of the matters stated herein and believe them to be true and correct.

4. Local fire departments will have the primary responsibility for decontamination of evacuees at shelters located within Chatham County. Members of these fire departments, and the fire departments and rescue squad units that will provide backup support, comprise the " Radiological Response Teams" referred to in Figure 6 of -

the Chatham County part of the offsite emergency plan. Which particular fire department is utilized will depend upon which shelter has been opened. If the Northwood High Schoolis opened as a shelter, the North Chatham Fire Department will provide the decontamination team. If the Jordan Matthews High Schoolis used as a shelter, the Siler City Fire Department will provide the decontamination team. If Chatham Central High School is used as a shelter, the Bonlee Fire and Rescue Department and Goldston Fire Department will provide the decontamination team.

5. If an accident requiring evacuation occurs, one shelter in Chatham County will

'be opened first. Additional shelters will be opened on an "as needed" basis.

t Decontamination stations located at the shelters will be operated under the direction of ,

the fire chief / captain of the fire department with decontamination responsibility. The Chntham County Office of Emergency Services, which I head, will have responsibility for coordinating emergency activities including decontamination.

. 6. In order to prepare for their responsibilities, the fire chief / captain and other members of fire departments and rescue squads that have radiological decontamination or monitoring responsibilities under the offsite emergency plan will complete two sections of the Basic Radiation Emergency Preparedness (BREP) course offered by the DEM. Most of the personnel who will have decontamination responsibilities have already

, completed Segment 1 of the BREP course. Segment 2 of the BREP course will be given prior to the Harris emergency planning exercise which is currently scheduled for May 1985. Personnel taking the course received both classroom and " hands-on" instruction and experience in the use of dosimetry and survey instruments, as well as the use of exposure records to assure that emergency workers do not receive an overexposure. The first segment of the course includes training on decontamination techniques and the use

= of protective clothing. All decontamination at Chatham County shelters will be performed under the' supervision of personnel who have completed the BREP course.

SOPS detailing how decontamination will be implemented in Chatham County are now being prepared and will be completed prior to the Harris exercise.

7.- Several emergency. response organizations are assigned responsibility for-

.providing support for the . decontamination of evacuees in the Chatham County shelters.

Rackup support will be provided by local fire departments and rescue squads. Again, which particular organizations provide backup support will depend upon which shelters are opened. If the Northwood High School is used as a shelter, support will be provided y + ric .-e---'ap w, -

. , , j by the East Chatham Rescue Squad. If Jordan Matthews High Schoolis used, support will i be provided by the Chatham County Rescue Squad. If Chatham Central High School is opened, support will be provided by the Bonlee Fire and Rescue Department and the _

Goldston Rescue Squad. As stated in Figure 2 to Revision 1 of the offsite emergency plan, the State of North Carolina Radiation Protection Section may provide additional expert personnel to assist. and consult in the event of more serious contamination problems at the shelters. Radiation specialists and health physicists from Carolina Power & Light Company will also be available, if needed, to provide support. These personnel will provide their own necessary equipment.

As Fire Marshal, I investigate suspicious fires, enforce fire codes and inspect domiciliary - care agencies. I also advise the County Manager and Board of Commissioners on procedures and activities of fire agencies.
