VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS.1 AND 2 COMMENTS ON NRC INSPECTION REPORT NOS. 50-338.339/96-02 On March 15,1996, the NRC issued Inspection Report Nos. 50-338, 339/96-02 for j
North Anna Power Station. The inspection was conducted in the area of Physical Security Programs for Power Reactors. After reviewing the inspection report, we identified information that requires clarification.
Page 4 of the report discusses the security organizational structure. The report, in part, states, "The current manning level was 5 below authorized strength and 60 below the 1988 authorized strength." The Inspector came to the conclusion that j
staffing was 60 positions below the 1988 authorized level after reviewing a chart which shows annual employee tumover. The chart only indicreed the number and reason for employee turnover each year. The chart did not reflect new hires and transfers into the Security Department. As a result, it should be noted that since 1988, the highest authorized manning for North Anna Security has been 105. The current and lowest authorized staffing level is 92 (100% manning).
