In accordance with the requirements of '.0CFR50.71(e), Commonwealth Edison (CECO) hereby submits the annual FSAR update for Quad Cities Units 1 and 2.

The revision contains information for both units since Units 1 and 2 have a common FSAR.

Commonwealth Edison has ccmpleted a reformat of the Updated Final Safety Analysis Report (UFSAR) to Regulatory Guide (R.G.) 1.70 CJidelines and has developed a rebaseline of the UFSAR. In Reference (a). CECO notified the NRC that the Quad Cities "'SAR Rebaseline Project was ccmplete and that a copy was being forwarded tu tt ; ".'<uad Cities Station Senior Reskant inspector in that letter, CECO stated that al',,, ~er controlled copies of the UFSAR, including additional changes to the UFSAR for the last three months of 1991, would be forwarded as part of the UFSAR update, on or before June 30,1992.

Since the rebaseline and reformat (to R.G.1.70 guidelines) resulted in movement of nearly all text, the rebaselined UFSAR was issued as an original document and does not contain revision markings in the margin. The changes mado to update the UFSAR through December 31,1991 are identified on pages marked as Revision 1. Changes on these pages are identified with revision markings in the margins. This update completely replaces previously issued copies of the Ouad Cities UFSAR.

In our judgment, the information provided accurately presents thoss changes made since the previous submittal (Reference (b)). All changes requiring NRC approval (as determined by CECO) have been reviewed by the NRC. Other changes were either editorial changes necessary to obtain the desired Regulatory Guide 1.70 format or are supported by safety evaluations to document CECO s determination that prior NRC approval was not required. These safety evaluations are available on site and have been re orted in accordance with 10CFR50.59(b)(2) and

.10CFR50.71(e)(2 ii) (References (c) and (d)) or are listed in Enclosure 1.

Commonwealth E ison will submit summaries of the safety evaluations listed in in accordance with 10CFR50.59(b)(2). Future revisions to the UFSAR will continue to be provided on an annual basis.

To the best of my knowledge and belief, the submitted changes to the UFSAR are true and correct. In some respects these statements are not based on my aersonal knowledge but upon information furnished in the regular course of business ay other Commonwealth Edison employees. Such information has been reviewed in accordance with Company prafice and I believe it to be reliable.

10CFR50.59 Safety Evaluations Safety Evaluations performed in accordance with 10CFR50.59 to support the following UFSAR changes which have not been previousiy reported:

FSAR Section Chaoges 2.1 Added information to reflect the 1980 census population and population locations relative to the Ouad Cities Station.

3.4 Deleted requirement to process and discharge contents of radwaste tanks in waste tank rooms prior to filling to prevent uplift in the event of flooding. This reflects the f act that processing of tank contents is now performed by an outside vendor.

5.4 Changed the number of shutdown cooling valves interlocked closed above 100 psi from three to two. Changed conditions for shutdown cooling initiation from 50 psia to 75 psig to match station practices and procedures.

7.2 Revised an inaccurate description of the turbine stop valve closure logic.

7.6 Deleted outdated and unnecessary UFSAR correlations between neutron fluy and thermal power. Revised the description of the annunciator circuit associated with the TIP shear valves and ball valves to reflect the as-built configuration.

9.1 Revised the maximum spent fuel pool storage capacity from 7554 to 6801 bundles to reflect the current physical capabilities. Revised the fire pump capability for spent fuel pool make-up from 3200 gpm to 2000 gpm.

9.3 Revised da description of operation and design of the high radiation sampling sink. Revised the presentation of compressed air system loads and deleted specific values of operating pressures.

FSAR-Section Changes 9.5.3 Revised statement regarding 8-hour battery powered lights to reflect the fact that only the safe shutdown area lights require 8-hour batteries.

11.2 Revised the description of the radwaste system to more clearly reflect the as built and as operated configurations. Deleted specific conductivity values for reprocessing liquid radwaste streams.

12.5 Revised section to reflect the current health physics program including current dosimetry: posting requirements, access control and terminology.
