DOCKET-NOS. 50-445 AND 50-446 UNIT 1/ UNIT 2 INSERVICE TESTING PLAN FOR PUMPS AND VALVES
. Gentlemen:
Enclosed is the Comanche Peak Steam Electric Station (CPSES) Unit 1 and Unit 2 Inservice Testing Plan for Pumps and Valves in the first interval.
The plan-is a combined Unit 1/ Unit 2 plan, implementing the same requirements from the ASME Boiler and Pressure Vessel Code,Section XI. 1989 Edition of Section XI on Unit 1 and Unit 2.
Implemer,tation on Unit 1 will be phased-in and will be completed before the return to power following the third refueling outage for CPSES Unit 1 (1RF03). The phase-in process will assure that the appropriate portions of the combined plan have been implemented prior to superceeding related portions of the existing Unit 1 program plan. A portion of the combined plan will be considered implemented when the appropriate surveillance procedure has been approved and the surveillance-successfully performed. The implementation status will be tracked by the-CPSES engineering support group.
Unit 2 Program Plan will be implemented upon issuance of the operating
-license for Unit 2 by the NRC.
The current Unit 1 IST Program Plan and its revisions will remain in effect until it is phased out before returning to power from 1RF03 as indicated above.
This letter requests approval of the relief reouests contained in a combined plan for Unit 1 and Unit 2 and the implementation schedule as discussed above.
In addition, since the 1989 Edition of the Code has yet to be authorized in 10CRF50.55a, TU Electric requests approval to use the 1989 Edition of ASME B&PVC Section XI for inservice testing of pumps and valves at CPSES Unit 1.
A relief request will be submitted by August 31. 1992 for the use of the 1989 Edition on Unit 1 and Unit 2 if that code is not authorized by 10CFR50.55a by that time.
