Dear Mr. Farrar:
A On February 23, 1996, Commonwealth Edison Company submitted its second ten year Inservice Inspection Program and associated Relief Requests. The submittal requested that the results of the review of two Relief Requests (12R-11 and 12R-12) be completed by July 1, 1996. During the course of our review, we have identified the need for additional information regarding Relief Request 12R-ll.
Please provide the information requested in the-enclosed Request for Additional Information (RAI) so that we may complete of our review. This request has been discussed with your staff.

_SECOND TEN YEAR INSERVICE INSPECTION INTERVAL COPMONWEALTH EDISON CONPANY BYRON STATION. UNITS 1 AND 2 DOCKET N05. STN 50-454 AND STN 50-455 The licensee has requested relief from the requirements of IWA-5242(a) which states that for systems borated for the purpose of controlling reactivity, insulation shall be removed from pressure retaining bolted connections for VT-2 visual examination. The licensee has an extensive program for addressing boric acid leaks once detected. However, the proposed alternative may not ensure that small leaks will be detected; thus, may not provide an acceptable level of quality and safety. Other plants are removing insulation during outages to perform direct visual examination for evidence of boric acid leakage. This alternative is also contained in Code Case N-533. Has this option been considered? Provide a discussion regarding this option or other alternatives that will ensure the detection of small leaks in borated systems.
