DUKE POWER June 18,1992 U. S. Nuclear Regulatory Ccmmission ATTN: Document Control Desk Washington, DC 20555

Subject:

Catawba Nuclear Station Docket Nos. 50-413 and 50-414 NRC Inspection Report Nos. 50 413/89-13 and 50-414/89-13 Supplemental Response to Violation 50-413/89-13-04 '

In Duke Power's re ponse to example 5 of NRC violation 50-413/89-13-04 dated July 27, 1989 and supplemerded June 29,1990, Duke committed to make revisions to the drawing control program to provide certain essential drawings for the Crisis Management Center (CMC) to reflect interim as-built conditions. Duke agreed to maintain these drawings for at least 12 months while evaluating the benefits of the chacps and decide if continued implementation was warranted. Since July,1990, Duke has maintained interim as-buili dmwings for the CMC.

This letter is to inform the NRC that Dukc will continue to maintain a set of interim as-built Vital to Operation (VTO) drawings. However, these drawings will lx, relocated to the Catawba site. This move is necessary due to changes in Catawba's emergency response 9

organization.

Detailed engine. ing decisions were previously made by the Design Engineering personnel as a part of the CMC. The Design Engineering personnel have recently been tmnsferred to the Catawba site; therefore, these interim as built VTO drawings will remain with them. In an emergency situation, should a site evacuation become necessary, a mechanism is in place to have these drawings moved back to_ the CMC.

If you l' ave questions or need additional information, please contact Philip McNamara, Emergency Planning Manager, at (803) 831-4234.

Very truly yours,-
