Thomas I. Hawkins, in support of Applicants Motion for Summary Disposition of Eddleman 57-C-3 states:

1. My present position is Emergency Management Program Specialist for the Federal Emergency Management Agency. Included among my responsibili ties is the radiological emergency planning liaison function between FEMA Region IV and the States of North and South Carolina. In this position, I am responsible for the review of radiological plans and preparedness for the State of North Carolina and the State of South Carolina and for the local governments within those Stctes.

I have held this position since December 1981. I have'been employed by FEMA since July 1978. A current statement of my R412310210 841211 PDR ADOCK 05000400 g PDR

professional qualifications is attached hereto. My business address is 1371 Peachtree Street, NE - Suite 736 - Atlanta,-Georgia -

30309. I have personal knowledge of the matters discussed herein and believe them to be true and correct. I make this response to Eddleman Contention 57-C-3.

2. Eddleman 57-C-3 contends:

The plan does not have provisions for notification at night, e.g. in the hours between 1 an and 6 am when most people living near the plant would nor-mally be asleep. Nor does the plan assure that they would be timely awakened to take sheltering action, as e.g. on a summer night when many might have win-dows open or air conditioners on. The plan should provide automatic phone-dialing equipment to transmit an emergency message to all households in the EPZ for Harris, asking people to alert their phoneless neighbors.

FEMA staff response asserts that:

(a) NUREG-0654-FEMA-REP-1, Rev. 1 does not require special provisions for notification at night, e.g. in the hours between 1 am and 6 am.

(b) NUREG 0654 does not require automatic phone-I dialing equipment to transmit an emergency message.

The FEMA /RAC review of the Harris plan indicates that there are no plan deficiencies related to public notification.

Official field testing of the Alert and Notification System in the vicinity of Plant Harris has not been accomplished as of this date. That official testing will probably take place within the next one to two years.
