Gentlemen In its January 11, 1980 submittal responding to Item 2.1.6.a of NUREG-0578, Nebraska Public Power District (District) stated that valves in lines to the floor drain system or to the main condenser at Cooper Nuclear Station would be procedurally closed in the event of an accident that has the potential of fuel clad failure.

The submittal included High Pressure Coola7t Injection (HPCI) system valves HPCI-A039 and HPCI-AO40 and Reactor Coolant Isolation Cooling (RCIC) system valves RCIC-A012 and RCIC-A013 in the lict of valves that would be closed.

A recent District review identified some changes that are needed to tha response provided in the reference. These four valves, which branch of f downstream of the HPCI and RCIC system condensate pumps, are actually equipment drair valves that go to an equipment drain sump. The closing of these four valves co ald adversely affect the operation of the HPCI and RCIC systems during. cident conditions.

Therefore, the District is hereby revising its January 11, 1980 submittal by deleting these four valves from the response to Item 2.1.6.a of NUREG-0578. This will allow the four valves to be positioned as necessary to support HPCI and RCIC operation.

Copies of this letter have been provided to the NRC Region IV Of fice and the CNS Resident Inspector in accordance with 10CFR50.4(b)(1).
