VIRCIL C. SUMMER NUCLEAR STATION DOCKET NO 50/395 OPERATING LICENSE NO. NPF-12 REACTOR COOLANT PUMP CASING INSPECTION PELIEF REQUEST (NRR920002)

South Carolina Electric & Gas Company (SCE&G) hereby sut. nits tne attached request for relief from performing Reactor Coolant Pump casir.g visual inspection as required by the 1977 ASME Section XI Code. This request is being made primarily based on ALARA concerns due to estimated doses of 10 to 12 cen-rem associated with the inspection.

In addition, the Virgil C. Summer Nuclear Station (VCSNS) pump casings are 1) one piece ::ast casings with no welds, 2) have never been previously disassembled or repaired, and 3) require no volumetric examination. Therefore, it would be impractical to disassemble the pump only for the purposes of meeting the ISI schedule which appears to be concerned with casing welds or repairs. SCE&G proposes to perform a visual inspection as permitted by the 1989 ASME Section XI Code which only requires inspection of the pump casing if the pump is disassembled for maintenance or repair.

SCE&G is submitting the attached relief request in accordance with 10CFR50.55a(a)(3)(i).

-In order to support the scheduling of activities for the upcoming outage of the VCSNS, SCE&G requests the NRC response and approval of this request by August-31, 1992.

Circulates the reactor coolant througL the reactor vessel, steam generators, and pressurizer.

Test Requirement:

ASME Boiler and Pressure Vessel Code,Section XI, 1977 edition, Summer 1978, Table IWB-2500-1, Category B-L-2, Item No. B12.20 requires the following:

A visual, VT-1, inspection of the internal surfaces of pump casings.

1 Examinations are-limited to welds in at least one pump in each group of pumps performing similar functions in the system; e.g., recirculating coolant pumps.

2 Examination may be performed on same pump or valve selected for volumetric examination of welds.

Alternate Test:

As permitted by the 1989 ASME Code, a VT-3 visual inspection of the internal surfaces of the pump casing will be performed if the pump is disassembled for maintenance or repair.

Basis for Relief:

1)'The required inspection is a major ALARA concern since doses are estimated to be 10 to 12 man-ree.

2) The pump casing's are one piece cast and have no welds, therefore, no volumetric examinations are required.

The pumps _would be disassembled for internal surface inspection only.

3) The 10 CFR 50.55 revision in review and comment will require 1989 as the code of record and no longer requires the exam if the pump is not disassembled.
4) The 1989 edition of the ASME Boiler and Pressure Vessel Code Section XI, Table IW6-2500-1, Category 8-L-2, Item No. B12-20 requires the following:

1 Examinations are limited to at least one pump in each group of piraps performing similar functions in the system, e.g., recirculating coolant pumps.

2 Examination is required only when a pump or valve is disassertbled for maintenance repair or volumetric examination. Examination of the internal pressure-boundary shall be performed to the extent practicable.

Examination is required only once during the inspection interval.

According to note #2 above, the 1989 / CME Code edition does not require pump casing inspection unless the pump is disassembled to perform maintenance or repair.

It shrsld be noted that the Virgil C. Summer Nuclear Station pumps have not been previously disassembled.
