By letter dated March 13, 1992 (Serial Number 2026), Toledo Edison (TE) submitted an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1, Operating License NPF-3, Appendix A, Technical Specifications (TSs) to revise TS 3.4.11 and TS 6.9.2.

The proposed change to TS 3.4.11 vould revise the Action statement to allow continued operation in the event that either the Reactor Coolant System (RCS) Loop 1 vent path or RCS Loop 2 vent path (but not both) is inopesable and cannot be restored to operable status within 30 days.

The proposed change to TS 6.9.2 is a melated administrative change that would add a nev Special Report requirement.

Toledo Edison originally requested that this license amendment application be processed in the manner allowed by 10CFR50.01(a) for exigent or emergency circumstances, and later submitted a Request for Temporary Vaiver of Compliance (TVOC) on March 20, 1992 (Serial Number 2032) to allow the plant to continue operating in Mode 1 vith an inoperable RCS Loop 2 vent path while the application for the license amendment was processed. When the RCS Loop 2 vent path was restored to an operable status. TE vithdrev its request for a TVOC on April 14, 1992 (Serial Number 2035) and requested that the proposed license amendment application be processed in an expeditious manner. The NRC Stat f is currently evaluating this request.

Toledo Edison originally requested a 7 day implementation period I following approval of the amendment by the NRC, due to the urgent circumstances involved. Toledo E("soa hereby requests that this be changed to a 90 day implementatic' ,eriod. This vill allow the operating shifts sufficient time for training on the new amendment during the normal requalification cycle.
