" Request for Extension to Complete SPDS Upgrades, Generic Letter 89-06, Safety Parameter Display System (TAC No. 73648)"

The Nebraska Public Power District (Disttict) nereby notifies the Nuclear Regulatory Commission (NRC) that it has completed the upgrades to the Cooper Nuclear Station (CNS) Safety Parameter Display System (SPDS) in accordance with commitments made in response to Generic Letter 89-06.

By letter dated December 6,1991 (Reference), the District notified the NRC that it required six a,1ditional months to complete the upgrades committed to in its response to Generic Letter 89-06.

As of that date, the District had yet to implement SPDS sofrware changes to eliminate negative flos readings and to incorporate additional composed point validation.

The District had decided to incorporate these upgrades into a larger Plant Monitoring Information System (PMIS) Point Processor software overhaul.

The PMIS Point Processor software overhaul project has progressed to the point where the last two remaining upgrades addressed above have been completed.

Therefore, the District considers its response to Generic Letter 89-06 complete, and certifies that the Cooper Nuclear Station SPDS meets the requirements of NUREG-0737, Supplement 1, taking into account the information in NUREG 1342.
