Dear Mr. Schwencer:

Enclosed are 10 copies of the" Clinton Power Station (CPS) Emergency Plan, Revision 4 dated December 15,1984 (Copy Numbers 201-210). This revision incorporates responses to Mr. David Rohrer's comments on Revision 3 of the CPS Emergency Plan. Changes inccrporated 'on this revision are denoted by a revision bar in the right hand margin.

Because of the significant number of changes, the entire CPS Emergency Plan has been reissued.

Also enclosed are 10 copies of the " Evacuation Time Estin.ates for the Clinton Power Station Plume Exposure Pathway Emergency Planning Zone" dated July 1984. These evacuation time estimates are in draft form and are currently being revised to reflect comments received-from state and local agencies. It is anticipated that the final report of the evacuation time estimates will be submitted in January 1985.

It is our understanding that submission of Revision 4 of the CPS Emergency Plan and the draft evacuation time estimates should resolve the NRC staff concerns cn Outstanding Issue No.18.

Sincerely yours,

/
