Subject:

Interim 10CFR50.55(e) Report Ferroresonant Transformer Deficiencies in Westinghouse 7.5 kVA Inverters Dear Sir On October 18, 1984, a potentially reportable 10CFR50.55(e) item was reported [ Reference (d)] regarding component deficiencies in General Electric ferroresonant transformers used in Westinghouse inverters. The following is an interim report concerning this subject:

DESCRIPTION OF DEFICIENCY References (b) and (c) described the following two problems with Ceneral Electric ferroresonant transformers used in Westinghouse inverters:

1.

Tuning capacitor connections may be incorrect.

" Fast-on" terminals may have been connected to a solder lug instead of the correct fast-on lug. Although electrically correct, the mechanical connection may not be as tight as it should be and could separate during a seismic event.

2.

The center Icg of the transformer reactors may lack suf ficient securing to prevent the leg f rom shif ting and vibrating due to the magnetic forces encountered while the transformer is energized.

This mechanical stress could cause an insulation breakdown to ground.

United : states Nuclear Regulatory Commission Attention:. Mr. Richard W. Starostecki, Director Page 2 SAFETY INFLICATION These Westinghouse 7.5 kVA inverters are used to supply the four 120 V ac vital instrument buses.

Failure of the inverters caused by the above two deficiencies would cause the output voltage to drop to 60 - 65 volts. This decreased voltage could cause equipment supplied from the inverter to i

malfunction.

CORRECTIVE ACTION Westinghouse is issuing Technical Bulletins which will describe how to inspect and test the inverters to determine if tite a' wave 'defYCithdiet exist.-^"

If the deficiencies are found in the Seabrook inverters, this will be considered a reportable ites and the rework instructions in the Technical Bulletins will be implemented to correct the deficiencies.

This letter is being filed pursuant to the interim reporting provision of 10CFR50.55(e)(3).

Very truly yours, John DeVincentis, Director Engineering and Licensing cc Atomic Safety and Licensing Board Service List 1
