Seabrook Station Turbine Overspeed Protection Maintenance and Testing Program Gentlemen:

New Hampshire Yankee has enclosed a copy of the Seabrook Station Turbine Overspeed Protection Maintenance and Testing Program, Revision 0.

New Hampshire Yankee committed to submit this program within three years of obtaining an operating license [ Reference (b)]. The NRC documented this commitment in Supplement No. 5 to the Safety Evaluation Report [ Reference'(c)] as follows:

3.5.1.3 Turbine Missiles .

By letter dated June 9, 1986, the applicant committed te, adoff a turbine maintenance program recommended by the manufacturer based on turbine-missile generation. On the basis of this commitment, the applicant will submit for NRC approval, within 3 years of obtaining an operating license, a turbine system maintenance program.- The contents of this program will be based on  !

the manufacturer's _ calculations of missile generation ' probabilities.

If the applicant is unable to provide the turbine system maintenance program as described above, the staff will require the applicant to volumetrically inspect -i all low-pressure turbine rotors at the second refueling outage, as stated in Section 3.5.1.3 _ of the SER, and every other- (alternate) refueling outage thereafter until-some other maintenance program is approved by the staff.

Testing Program-for Seabrook Station Unit 1. - This program encompasses periodic tests and inspections to preclude generation of turbine missiles as a result of material defects or turbine overspeed. Inspection and testing intervals are based on the Seabrook Station Updated Final Safety Analysis Report (Section 10.2), the Seabrool Station Unit 1 Safet)-

Evaluation Report and the manufacturer's recommendations referenced in the program document.

As New llampshire Yankee acquires more operating exper'e.nce combined with industry experience and technological changes the maintenance program may-be revised. Changes to the program will be reviewed and approved by the Station Manager and the_ Executive Director Nuclear Production. A summary report of inspections aerformed in accorc'ance with thic program will be completed following each refueling outage and will be a_vailable for NRC review. The enclosed turbine maintenance program document completes NilY's commitment to submit its turbine maintenance progrr.m within three years of obtaining- an operating license.
