Dear Mr. Denton:
The purpose of this letter is to request NRC approval of Kansas Gas and Electric Company's (KG&E) plan for performing testing associated with the Reactor Coolant System (RCS) resistance temperature detectors (RTD).
Reference 1, a report mado pursuant to 10CFR50.55(e), identified a problem with the calibration data for RTDs and stated that all RCS RTDs at Wolf Creek are being replaced with new/ refurbished units.
Because of these calibration problems discovered during plant hot functional testing and the subsequent RTD replacement, portions of two preoperational tests will need to be repeated af ter fuel load, before initial criticality. KG&E has determined that this testing can be performed after fuel load without jeopardizing the safe operation of the plant, without requiring an exemption to regulations, and with-out violating Technical Specifications.
Preoperational test SU3-BB01, " Reactor Protection System Logic Test" (FSAR Section 14.2.12.1.73), includes a requirement to obtain RTD response times. The RTD input to the reactor protection system is only required during Operational Modes 1 and 2.
These response times will be obtained during the hot, procritical period, preoperational test SU3-BB16, "RTD/TC Cross Calibration" (PSAR Section 14.2.12.1.23), completes a functional checkout and comparison of the RTDs and the incore thermocouples. Operability of the required RTDs will be assured prior to fuel load, but the cross calibration with the incore thermocouples must be performed with the RCS hot.
