2) TU Electric letter logged TXX 96055 from C. L. Terry to NRC dated February 15, 1996 Gentlemen:

In Reference 1 TU Electric submitted License Amendment Request (LAR)94-014 which proposed a revision to the Administrative Controls Section of the CPSES Technical Specifications (TS). On page 5 of Attachment 2,

" Description and Assessment " TU Electric provided a table which identified selected TS Administrative Controls and listed the CPSES controlled documents where TU Electric proposed to relocate each of these TS Administrative Controls.

In Reference 2. TU Electric provided a revised relocation table based on discussions between TU Electric and the NRC staff. The revised table clarified where selected TS Administrative Controls were to be relocated and did not affect any of the marked up Technical Specification pages submitted with Reference 1 or the determination of no significant hazards.

This letter further revises the relocation table provided in Reference 2.

The table now indicates that Technical Specifications 6.5.1.61 and 6.5.1.6j are being relocated to the CPSES Physical Security Plan and Emergency Plan, respectively. This relocation was discussed with the NRC staff and is consistent with Generic Letter 93 07, " Modification of the Technical Specification Administrative Control Requirements for Emergency and Security Plans."

The revised table provided below also does not affect any of the marked up Technical Specification pages submitted with Reference 1 or the determination of no significant hazards.
