Gentlemen:
Tran0mitted herewith, in accordance with 10CFR50.54(p), is issue 4, Revision 4 of the Nine Mile Point j
Nuclear Station Physical Security Plan. This revision fully implements the vehicle control measures required by 10CFR73.55(c)(7) and (8). We have reviewed the changes embodied in issue 4, Revision 4 and determined that they do not reduce the effectiveness of the Plan or the overall Nuclear Security Program for Nine Mile Point Nuclear Station.
i With the implementation of this revision of the Physical Security Plan, those portions of the Safeguards Contingency Plan incorporated in response to Generic Letter 89-07, " Power Reactor Safeguards 4
Contingency Planning for Surface Vehicle Bombs" are considered superseded. We will be removing those i
2 portions from the Safeguards Contingency Plan in a revision planned for the near future.

A " Summary of Changes" for issue 4, Revision 4 has been provided to facilitate NRC review.
