Oyster Creek Nuclear Generating Station Docket No. 50-219 License No. DPR-16 Operability of Radioactive Gaseous Effluents Monitoring System (RAGEMS)
Although the new RAGEMS stack monitoring system will be inctalled prior to plant restart, it will not be fully operational. Startup testing performed on RAGEMS has revealed that the system cannot be used for continuous monitoring because of software problems.
Until RAGEMS can be made completely avaliable, GPUN intends to utilize the existing monitoring system for Technical Specification compliance. The RAGEMS stack monitoring system will be employed in the unlikely event of an emergency that requires adherence to NUREG 0737 guidelines.
This will be accomplished as follows:
1.
The RAGEMS stack monitoring system will be placed into service when the existing stack monitor reads > 106 CPS or at the discretion of the Emergency Director. The applTcable Emergency Plan Procedure will be changed to reflect this.
2.
The RAGEMS stack monitoring system will begin monitoring gaseous l
emissions upon realigning two valves in the stack RAGEMS building.
The total time required to perfonn this manipulation will not exceed two minutes following entry into the building. A change to the applicable 400 series procedure will provide these details.
GPUN estimates that operation in this mode should not exceed six (6) months provided that no additional software problems are encountered during remaining startup testing. We are making every effort to place RAGEMS in a fully operable status as quickly as possible.
