The enclosed Proposed Emergency Plan CX-22 dated December 1984 supersedes the Proposed Emergency Plan CX-22 dated September and which was transmitted to you by a September 28 letter.

The enclosed responds to review comments by Ms. Rosemary Hogan that were com-municated by a December 3,1984 phone conversation with Wicks. Specifically the emergency planning in zone in Section 6 and Figure A-1 has been changed to "outside the reactor room but inside building".
