Dear Mr. Denton:

Georgia Power Company, acting on its own behalf and as agent for Oglethorpe Power Corporation, Municipal Electric Authority of Georgia, and the City of Dalton, Georgia, hereby submits Revision 0 to the Vogtle Electric Generating Plant (VEGP) Emergency Plan (EP).

This revision represents a complete rewrite of the Emergency Plan to address the NRC questions contained in the April 25, 1984 request for additional information as discussed in the May 15, 1984 meeting with the NRC Project Manager. Revision 0 supercedes the September 1, 1983 edition of the VEGP Emergency Plan. Also enclosed is an index of responses to the April 25, 1984 NRC letter. The VEGP Emergency Plan has been written in the same format as NUREG-0654, therefore a cross-reference of the VEGP EP to the NUREG is not required.

It should be noted that some aspects'of the EP will have to be added later due to the present status of plant design and construction. Section D of the EP provides the emergency classification system to be used by the plant operators in declaring an emergency. This classification system uses plant specific parameters and setpoints to determine plant conditions.

-These parameters and setpoints are still under development and will be provided in a future revision to the EP.when they are available. The VEGP Emergency Proceduree are airo under development so that a cross-reference of the procedures to the Emergency Plan cannot be provided at this time. However, a summary of the Emergency Procedures that are expected to be developed is included'as an appendix to the Emergency Plan.
