SAFETY EVALUATION BY TFE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 87 TO FACILITY OPERATING LICENSE NO. DPR-28 VERFONT YANKEF NUCLEAR POWER CORPORATION VERMONT YANKEE NUCLEAR POWER STATION DOCKET NO. 50-271 1.0 Introduction By letter dated January 15, 1985, Vermont Yankee Nuclear Power Corporation (the licensee) requested an amendment to the Technical Specifications, Appendix A, Facility Operating License No. DPR-28 for the Vermont Yankee Nuclear Power Station. This change would provide alternative staffing requirements should the Operations Supervisor not possess a Senior Reactor Operator license.

2.0 Evaluation The current Technical Specification 6.1.D.4 for the Vermont Yankee Nuclear Power Station requires that key supervisory personnel meet the qualifica-tion requirements of ANSI N18.1-1971, " Selection and Training of Nuclear Power Plant Personnel." One of the key supervisory personnel listed is the Operations Supervisor who is required to have a Senior Operator's License. At Vermont Yankee, the Operations Supervisor is the person principally responsible for directing the actions of the operating shift crews (Shift Supervisors, Senior Control Poom Operators, Control Room Operators, and Auxiliary Operatorsi. The Operations Supervisor reports to the Operations Superintendent, who has managerial responsibility for operations, chemistry and health physics. The Operations Superintendent reports to the Plant Manager, who has managerial responsibility for all plant activities.

By letter dated January 15, 1985, the licensee requested a change to the Technical Specifications to provide alternate requirements should the Operations Supervisor not possess a Senior Operator's License for an interim period. Although the incumbent Operations Supervisor has a Senior Operator's License and meets the requirements of ANSI N18.1-1971, he plans to transfer to another position within the Vermont Yankee organization. The licensee intends to replace him with a prospective Operations Supervisor who does not currently have a Senior Operator's License, but who otherwise meets the requirements of ANSI N18.1-1971.

It is the licensee's intent to eventually license the prospective.

Operations Supervisor at the Senior Operator level. During such time that the Operations Supervisor does not have a Senior Operator's License, an Assistant Operations Supervisor would be designated who does have a

.. Senior Operator's License. All instructions to the operating shift crews involving licensed activities would have to be approved by the designated Assistant Operations Supervisor.

The staff has reviewed the licensee's proposal and concludes that it contains adequate compensatory measures to accomodate interim periods during which the Operations Supervisor does not have a Senior Operator's License. The temporary direction of licensed activities by a licensed Assistant Operations Supervisor is acceptable.

3.0 Sumary Based on the infomation provided by the licensee, we have concluded tha't the proposed changes to provide alternative staffing requirements should the Operations Supervisor not possess a Senior Reactor Operator's License are acceptable.

4.0 Environmental Considerations This amendment relates to changes in administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 Conclusion We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public.
